El concept. revolucionario panameho de SOBERANIA TOTAL por el que generaciones representativas de los aMos 1925, 1947, 1958, y 1964 ofrendaron sus vidas, ha ido cobrando vigencia, y seguira cobrando vigencia en cada uno de los arttculos que conforman el nuevo tratado, TRATADO TORRIJOS CARTER.

]a de I icada ta rea de d i vu I ga r es tud iar y analizar los instruments de ]a nueva relaci6n que regirS para los Estados Unidos y Panamg, nuevo fundamento de entendimiento para latinoamerica y el resto del Mundo, para que 'cada ciudadano se compenetre de lo que realmente se ha obtenido y alcanzado con miras a una masiva concurren6ia de la p6blaci6n en el Plebiscito el dra 23 de octubre de 1977 para la toma de decision sobre lo fundamental de nuestra existence y nuestro future., EL TRATADO TORRIJOS-CARTER.
Hemos alcanzado uno de los objetivos en el camino hacia la total re'cuperaci6n de 10 nuestro, pero f a I ta mucho que, recorder por el sender revolucionario. Desde 1903 Y, antes de esa 6poca, ]as gene-raciones de paname6os han aportado s us cuo tas sangr i en tas d luchas, con tenacidad her6ica, para ver libre a nuestro Istmo. Esa lucha her6ica se ha tornado m'as vertical y profunda con ]as, generaciones que despu6s nacieron y vieron' ]a luz del ci-elo bajo nuestro suelo, para perfeccionar nu-estra Independencia.

The agreements recently reached through negotiation dealing with new treaties on the Panama Canal represent not only the culmination of a new stage in the struggle for our people's liberation, but also a summation~ of important deeds that signal a gradual, constant a~nd permanent eradication of all forms of colonialist domination of o~jr territory.
The Panamanian revolutionary concept of TOTAL SOVEREIGNTY for which generations in> the years 1925, S1947,I 1958 and 1964 gave their lives, has constantly given force to the articles that make up the new Torrijos-Carter treaty.
Our government ano people have undertaken the
delicate task of studying and analyzing fhe new instrumentalities of the revised relations between Panama and the United States, relations which will bring new basis of understanding for Latin America and the world~. All citizens should realize the impact and importance of what has occurred. With the help of massive support from our people, the Torrijos-Carter treaty is a treaty fundamental to our very own existence and future.
We halve achieved one of the objectives on the road to
total reclamation of what is ours, but there is much remaining to do on the path olf revolution. Since 1903, and\ ~before that ti me, generations of Parnamanians have shed their blood in heroic-acts to see our Isthmus free. These heroic acts have become more profoundl and enduring with the passage of generations. These generations have
senlight shn upon our land to help us perfect our
idependence.
Time has come, demonstrating our sense of
responsibility and faith, to be constant in our fight for liberty, ap' d to defend what we have earned to date, and to
mintain firm determination to reach our ultimate goal:
