CHRISTINE HOLTZMAN Concerts for a Cause comb i ne fun, and g i v i ng Bexley by Newland Communities recently concluded a series of concerts geared toward helping feed those in need. Those attending the events were encouraged to bring their lawn chairs and blankets to enjoy the live entertainment in comfort. They also were asked to donate nonperishable food items or cash to help support Feeding Tampa Bay, the area’s largest food bank. Besides the live entertainment, a fall festival featured a pumpkin patch and decorating station, and food trucks for those wanting to get a bite to eat. Doing that begins with beefing up the Pasco County school district’s career and technical education programs, said Kurt Browning, superintendent of Pasco County Schools. “We need to put our career academies on steroids,” said Browning, one of several guest speakers at the Oct. 24 summit, at the new Zephyrhills City Hall, that brought together local education, business and government stakeholders. Based on the region’s business profile, Browning said there needs to be greater emphasis on teaching trade skills — such as roofing and carpentry, plumbing, HVAC technicians, electricians and more. “One of the things that we keep hearing a lot about is the trades. I’m continually amazed of the number of people that stop us and say, ‘I just need young men that can get up there and lay roof,’” Browning said. To meet those demands, he called for increased state funding and greater collaboration with the Florida Department of Education to create industrial certifications for those fields. The district also needs to ensure opportunities for students, not See SUMMIT, page13A Economic summit puts focus on educationBy B.C. Manionbcmanion@lakerlutznews.comPasco County’s engineering services had an event on Oct. 30 to celebrate the construction of the new Starkey Gap Bicycle and Pedestrian Trail that will link the Starkey and Suncoast Trails in Pasco County to the Pinellas Trail. Construction of the new multi-use 2.4 mile-trail is expected to be completed in the summer of 2019. Once the segment is finished, it will provide connectivity to a trail that’s now more than 100 miles and continues to grow. Construction of the Starkey Gap Trail is being funded and managed by the Florida Department of Transportation. After the trail is built, Pasco County will assume management of the trail. This section of the trail is the last link of the Coast to Coast Connector Trail to be built in Pasco County. Once the Coast to Coast Connector Trail is completed, the network will stretch approximately 250 miles — from St. Petersburg to Titusville. Pasco County Commissioner Kathryn Starkey, who has played an instrumental role in addressing the need for recreational trails in Pasco, and across Florida, commented on the importance of this and other trail projects during an interview with The Laker/Lutz News. “Before there ever was a Coast-to-Coast, we had this wonderful trail through Starkey Wilderness Park, which is a real jewel and it connects to the Suncoast Trail, which takes you all of the way up to Citrus County. “The experiences on both trails are different, but they’re very special to serious cyclists. “And then, you have the Pinellas Trail, which is a real economic driver for communities along that trail. It’s world famous. “And, it just made so much sense to connect the two,” Starkey said. She noted that she served on Florida’s Greenways and Trails Council, under governors Jeb Bush, Charlie Crist and Rick Scott.Sharing joy through Operation Christmas ChildBy Brian Fernandesbfernandes@lakerlutznews.comJennifer Hernandez is in the business of spreading love – not just locally, but globally. For the past two years, she and Bridgeway Church, where she attends in Wesley Chapel, have been coordinating their efforts to help kids worldwide in what is known as “Operation Christmas Child.” The nondenominational Christian project was first established in 1993 and is based in North Carolina under the Samaritan’s Purse organization. Samaritan’s Purse is headed by evangelist Franklin Graham who had a vision to help underprivileged youth gain something beneficial from the holidays. Thus was the beginning of Operation Christmas Child. Since its inception 25 years ago, more than 157 million children across 160 countries have received shoeboxes with school supplies, personal hygiene items and toys. This year, thousands of other volunteers nationwide are trying to reach 11 million children in need. The facility, at 14215 Fourth St., is one of four libraries across Pasco County where Monday hours have been restored. The others are the Hudson Branch Library in Hudson, the Regency Park Branch in New Port Richey and the Land O’ Lakes Branch in Land O’ Lakes. Pasco County Commissioners voted in 2010 to reduce library operating hours because of plummeting revenues during the Recession. Gradually, it has been adding hours back to libraries. Pasco County Commissioner Ron Oakley, who represents District 1, did the honors of cutting the ribbon during the festivities at the Hugh Embry Branch. He also shared his thoughts about the vital role that libraries play in community life. “You see not only older people in there, but young people and families – that’s very important to me,” Oakley said. Many people need the services the library offers, said Angelo Liranzo, the Hugh Embry Branch manager. People visit the library to check out books, but they also come to work on school assignments, conduct research for job searches, or join in the library’s recreational programs. With the restoration of funding, the Hugh Embry Branch is now open on Mondays from 10 a.m. to 8 p.m. The additional hours allow increased ac-Hugh Embry Branch Library now open again on Mondayscess to the amenities that the library provides. For instance, patrons can use a program called Freegal — implemented this year — to stream and download music legally onto their personal devices. Films and e-books also can be conveniently transferred to laptops, tablets and smartphones with software like Kanopy and Hoopla. There are also launchpad tablets that kids can use to play games, which help teach subjects, such as math and science. “One of the great things about libraries is that we try to find ways to make learning seem like fun,” Liranzo said. After Oakley concluded his remarks, those attending the celebration were able to enjoy refreshments and live music. Whats Cookin Homemade Baking Mix(If you dont have that prepared/packaged baking mix on hand, you can try this substiture)Ingredients:1 cup of flour 1 teaspoons baking powder 3/4 teaspoon sugar (optional) teaspoon salt 1 Tablespoon oil (or melted butter/margarine/shortening) Instructions: Combine all ingredients except fat in a large bowl (or pulse in a food processor) and mix. Add fat and continue process (or use a pastry cutter) until mixture resembles coarse meal (crumbly/size of peas).Note: Try not to make up more than you can use in one day. Once the oil is added, it does not store well due to food safety concerns.Magic Coconut Custard PieIngredients: cup granulated sugar cup butter (or margarine), softened 4 large eggs 1 teaspoon vanilla extract cup all-purpose flour 2 cups milk 1 cup sweetened shredded coconut Whipped topping (optional) 2 Tablespoons toasted coconut* for garnish (optional)Instructions:Preheat oven to 350F. Spray a 9-inch pie pan with cooking spray. Cream butter and sugar with a mixer (or 30seconds in a blender). Add eggs, one at a time. Add flour and milk alternately, and mix until all ingredients are just blended. Stir in coconut. Pour into prepared pie pan (on top of a baking sheet just in case it spills). Bake for 50-60 minutes until slightly browned on top and knife inserted in center comes out clean. It will rise up some, be light and fluffy, but still giggle. Remove from the oven. Let cool 15 minutes to 20 minutes before placing in refrigerator to chill at least 4 hours, or overnight is even better. Dont be surprised when it starts to fall/shrink down a little. Serve with whipped topping and toasted coconut as garnish (optional)Variations: 1) Increase vanilla to 1 teaspoon to 2 teaspoons; 2) add teaspoon ground nutmeg and/or sprinkle on top; 3) add 1 Tablespoon lemon juice, which equals approximately the juice from a lemon. Makes 1 pie, which has 6 servings to 8 servings. Note: *To make toasted coconut: Make a thin layer of coconut on a flat baking sheet. Bake at 350F. for 4-5 minutes. Be sure to stir with a spatula after the first 2-3 minutes to help brown evenly and not scorch. This can also be done on top of the stove in a fry pan on medium low-medium heat stirring constantly. You can store in an air-tight container for up to two weeks.BETSY CRISP

Browning put it this way: “What we need to do is have training programs that meet the needs of all of our students, so if you’re going to be a plumber, you be the best plumber you can be.” Browning also said the school district needs more input from local business leaders on the types of labor needed for the present and future. “We need to do a better job of communicating, and we need to create a better relationship with our chambers, because the chambers are the ones that are really connecting, letting businesses know what we do and creating dialogues to help build that need,” the superintendent said.PREPARING TOMORROW’S WORKFORCEBrowning was upbeat about some of the career and technical academies the district presently offers. He pointed to Zephyrhills High’s aviation academy and Wesley Chapel High’s automotive technology academy, along with academies at other schools ranging from health and finance, to cybersecurity and culinary arts. “I think we’re on the right path,” Browning said. “We’re working tirelessly trying to make sure our programs are relevant to meet the employment needs of our employers in Pasco County. We’re not perfect, and we’re not where we need to be. We’re still trying to figure out how to address the trades issue.” Browning also mentioned the district is designing a technical high school in east Pasco that would likely open by 2022. The district’s only two technical offerings — Marchman Technical College and Wendell Krinn Technical High School (which replaced Ridgewood High this school year) — are located in New Port Richey. Plans call for the new school to be built on a 125-acre, district-owned tract of land along Fairview Heights and Handcart Road in the Dade City area. It will help relieve overcrowding at Pasco, Zephyrhills, Wesley Chapel and Wiregrass Ranch high schools, Browning said. “It’s going to be uniquely situated in the right place, right spot, offering technical career education students are clamoring for,” he said. The technical school is also something the manufacturing industry is pushing for, according to Tom Mudano, AmSkills executive director, another guest speaker at the summit. Mudano said a tech school based in east Pasco could help lure more manufacturing business to the region, to follow in the footsteps of companies such as Mettler Toledo and TouchPoint Medical, which he said have already brought a combined 700 jobs to the county. “We truly believe that we need a facility on this side of Pasco County,” Mudano said. “If you’re looking at bringing jobs here, having a workforce is important.” Mudano pointed out Tampa Bay has the most number of manufacturers in the state. And, he said that many of those companies have expressed a great need for additional skilled and semi-skilled workers. “A lot of people don’t even realize that there’s a lot of (manufacturing) opportunities out there,” he said. Mudano also assured that those types of trade jobs aren’t going anywhere anytime soon. He cited information from the National Association of Manufacturers that projects there will be about 3.4 million jobs over the next 10 years, yet only 1.1 million of them will get filled. The summit also featured a lengthy presentation from state Sen. Tom Lee, a Republican from Thonotosassa. Much of his talk centered on the state’s education system and the strides made during the last several years. He pointed to the advent of charter schools and various opportunity scholarship programs as key reasons for boosting the state’s public education system on the whole. “Everybody is more on their game today than they were 20 years ago. We have a rising graduation rate, better testing scores,” said Lee, who represents parts of Hillsborough, Pasco, and Polk counties in District 20. He added: “We have created some competition for the public education system, and the public education system has responded well.” Meanwhile, Lee suggested that going forward, the state legislature should “back off some of the micromanagement” of county school districts. He said school boards should instead have more control over district budgets and educational programs to “best meet the needs of the individual student populations of the schools.” Lee also advocated for creating “fair competition” and “leveling the playing field” between public schools and alternative charter schools. One way to do that, he said, includes loosening up some of strict building requirements of new public schools, called State Requirements for Educational Facilities (SREF), that cost school districts exponentially more than their charter school counterparts. He asked: “Why is it costing public education system 20 percent more to build a public school than it is a charter school?” Other speakers at the summit included Dr. Keiva Wiley, Pasco County Schools director of Career and Technical Education; Angie Stone, Zephyrhills High School principal; Dr. Stanley Giannet, of Pasco-Hernando State College; Pasco County Commissioner Ron Oakley; Maria Reza, Career Source Pasco/Hernando business services consultant; Seta Ruiz, Florida Hospital Zephyrhills director of clinical services; and, Dr. Randy Stovall, Zephyrhills Chamber of Commerce president. The Zephyrhills Economic Development Coalition presented the summit, in partnership with the City of Zephyrhills and The Greater Zephyrhills Chamber of Commerce.SUMMIT, from page 1A COURTESY OF PASCO SCHOOLSPasco County School’s Career and Technical Education programs were discussed extensively at the second annual Zephyrhills Economic Summit. Collection Week will take place throughout the U.S., where donations can be handed in at various drop-off locations. Hernandez, a drop-off team leader, recalled her reaction when a fellow church member initiated the idea to the congregation: “It looked like a worthwhile cause.” Now in its third year, Bridgeway Church has collected more than 2,000 shoeboxes and hopes this holiday season will not be short of a success. Bridgeway is one of seven drop-off locations for shoeboxes in Pasco County. “The entire reason is to demonstrate God’s love through this tangible gift,” explained Dana Williams, assistant manager of media relations for Samaritan’s Purse. “This is an open door to share with a child that they’re loved and not forgotten.” The manpower of Samaritan’s Purse is spread wide, as they train “local ministry partners” in other countries on how to receive the gifts and distribute them. They will typically set up outreach events in a town’s church, school or community center and get the word out to parents that there’s a special surprise waiting for their children there. Oftentimes, foreign pastors who know their communities well are granted the task of handing out shoeboxes to the children whom they know are in great need. While adults can set up the shoeboxes themselves, youth are strongly encouraged to be involved, to help them learn how privileged they are here in the United States, Hernandez said. Senders can include a letter in the shoebox, which enables the recipients the opportunity to respond. “It opens up a relationship between the child that gets the box and the child here who sends the box,” she said. An online donation of $9 will grant the donor a “follow your box” tracking label. By attaching the label to the shoebox, the donor can track which country it has been sent to. She was involved in linking the Starkey Trail to the Suncoast Trail, which provided a 100-mile trail, she said. After that, she got started on working on the Starkey Gap link. The Starkey Gap project will build a new 2.4-mile long multi-use trail from the Pasco/Pinellas County line to the southern end of the Starkey Trail, north of State Road 54 in Pasco County. The trail will follow the Duke Energy right of way to State Road 54, west along SR 54 to Starkey Boulevard and then north to Starkey Trail. The construction cost for the project is estimated at $2,615,000, according to a Florida Department of Transportation fact sheet. The work will be done by D.A.B. By Kevin Weisskweiss@lakerlutznews.comWith the 2018 prep football regular season coming to a close — and playoffs set to begin — here’s a look at some of the storylines and highlights from schools in The Laker/Lutz News coverage area:ZEPHYRHILLS NOTCHES PERFECT CAMPAIGNThe 2018 campaign will be one to remember for the Zephyrhills Bulldogs. They finished 10-0 and captured their second straight Class 5A, District 8 title — becoming the only public school in Pasco County to finish the regular season undefeated, and, marking the first time the program has had a perfect regular season since 1995. Meanwhile, the Bulldogs closed the year with a 49-0 shutout of the Pasco Pirates — the largest margin of victory in the longstanding 9-Mile War rivalry game that dates back to 1941. Of course, the Bulldogs recent success is no fluke. The program has posted eight straight winning seasons and five playoff appearances under its last two coaches, Nick Carroll and Reggie Roberts. Carroll is now 28-5 through his first three seasons as head coach. That includes 19 straight regular season wins dating back to last season. Now Zephyrhills hopes for a deeper run in the playoffs than last season, when they lost an emotional 52-49 home contest to Green Cove Springs Clay in the Class 5A regional semifinals. They host Crystal River (8-2) on Friday in the Class 5A regional quarterfinals. GAITHER FINISHES STRONG TO REACH PLAYOFFSHeading into the final week of the regular season, the Gaither Cowboys were on the outside looking in to the Class 7A playoffs. But, a remarkable 21-20 win over Tampa Bay Tech in the regular season finale — as part of a three-game winning streak — propelled them to a No. 6 seed in the Class 7A, Region 2 bracket. The win gives Gaither (7-3) some momentum in notching its second straight playoff berth, something the Cowboys will need this Friday against Plant (9-1) — a team they haven’t beaten in 10 contests, including a 44-34 loss back on Sept. 21. But, don’t totally discount the Cowboys, who feature a balanced offensive attack and a dangerous pass rush to hang with many teams.LAND O’ LAKES THRIVES UNDER NEW HEAD COACH While the Land O’ Lakes Gators narrowly missed the playoffs, it was undoubtedly a successful season for first-year head coach Chad Walker. The Gators (7-3) notched its first winning season since 2013. And, they finally upended crosstown rival Sunlake in the annual Butter Bowl game — winning for the first time in the series since 2009. The big question is whether Land O’ Lakes can maintain the newfound success after losing a large senior class that includes a bevy of contributors on offense and defense. Working in the team’s favor, however, is the expected return of junior quarterback Ethan Forrester, who posted a 51.6 completion percentage for 1,252 passing yards and 12 touchdowns (three interceptions).LOCAL PRIVATE SCHOOLS ARE PLAYOFF-BOUNDIt’s been a solid year for private schools in The Laker/Lutz News coverage area, as Carrollwood Day School, Zephyrhills Christian, and Academy at the Lakes (eightman) each qualified for the playoffs. Carrollwood Day (5-5) and Zephyrhills Christian (7-3) locked up No. 3 seeds in their respective Class 2A regions. Carrollwood Day is making its first playoff appearance since 2015, while Zephyrhills Christian is making its third straight postseason appearance. Academy at the Lakes (6-0), meanwhile, with one regular season game remaining, has already secured the No. 1 seed in the Florida Christian Association of Private and Parochial Schools (FCAPPS) eight-man playoffs. The defending FCAPPs state champions, Academy at the Lakes, is on a 15game winning streak. The longtime coach made the announcement over the weekend after the Seahawks wrapped up its second straight 4-6 campaign. Browning built the Seahawks program from scratch in 2007, turning it into one of Pasco County’s most dominant programs across the last decade, with a string of seven straight winning seasons. Browning now retires as the seventh-most winningest coach in Pasco County history (73). Prior to Sunlake, Browning coached a combined 17 years for Springstead and Hernando high schools, racking up a combined 92 wins— second all-time among Hernando County coaches. Attendance swelled the following day, as the weather was sunny and breezy — simply perfect for a day at festival. The event, hosted by the Land O’ Lakes High School Booster Club, raises money, which benefits all of the students at the high school. For instance, proceeds from previous festivals have been used to purchase equipment for the weight room. Besides carnival rides and food, the festival offered face painting for kids, the Kim Fish Beer Garden for adults and the Future Farmers’ goat-petting area. Entertainment on the main stage included Show on the Road of Tampa, a song and dance routine of elementary school kids, and the local band The Big Bong Theory. Performers scheduled for Nov. 4 included Nicole’s Dance Center, Karl & Dimarco Dance Studio, Suncoast Dance Academy, Beyond Chaotic, and Pineview Dance and Cheer.
