POLICIES GOVERNING DISTRIBUTION OF PUBLICATIONS OF THE JOINT ECONOMIC COMMITTEE
The Joint Economic Committee provides economic facts and analyses to keep Congress abreast of developing trends and prospects. It advises Congress as to the appropriate mix of public and private policies most likely to achieve the Nation's economic objectives as set forth in the Employment Act of 1946. It does not consider, draft, or report actual. legislation.
The committee makes its services available principally through publications including reports, hearings, and collections of professional materials. It also publishes each month up-to-date in Economic Indicators, which is prepared for the committee by the Council of Economic Advisers.
These publicatioDs make available information about the performance of the economy and various viewpoints on major economic issues which go not only to Congress but also to the executive branch and the general public, In this way, the committee makes significant contributions to economic. education.
Because fulfilling the purpose of the committee depends heavily oa communicating the results of its work to the Congress, the executive branch, and the public, the committee over a period of years has developed publication policies which are laid down in the rules that follow below. The objectives ofthese policies are(1) To provide Congress with the best and most accurate economic information possible;
(2) To improve coordination of public and private economic policies so as
to promote achievement of the objectives of the Employment Act of 1946;
(3) To promote increased economic understanding throughout this country
and abroad;
(4) To insure availability of committee materials in published form at
basic reference sources, such as libraries, for permanent research use; and
(5) To accomplish these aims at the lowest possible overall cost to the
taxpayers.
With these aims in view, the publications will be distributed according to the following rules:
Rule 1.-A mailing list shall be maintained, restricted to individuals and organizations with a continuing interest in public economic policies. This list shall be separated into priority classes as follows:
A. First priority: Congressional offices, working press, senior Government
officials, and former members and staff officials of the Joint Economic
Committee.
B. Second priority: Government agencies, nonprofit libraries, university
professors, and teachers.
C. Third priority: Research organizations and research workers.
D. Fourth priority: Other individuals and organizations.
Rule 2.-Students (up through graduate level in universities) shall be excluded from the mailing list. It is the committee's policy to insure that students have access to committee publications through stocking of reference shelves in the libraries of schools and colleges.
Rule 3,-The executive director may place officials of foreign governments and foreign institutions on the mailing list when this is of mutual benefit, and they can be serviced within budgetary limits.
Rule 4.-The mailing list shall be kept current and in line with committee objectives by appropriate measures.
Rule 5.-Before public distribution of any publication in accordance with these rules, a copy shall be sent to those individuals and organizations who have directly contributed submissions for the record either as witnesses or as authors.
Rule 6.-The mailing Est provided under rule 1 above shall be used as a basis for mailing the following:
(a) The committee's annual list of publications;

(b) Publications whose size allows the committee, within its regular printing allotment, to receive adequate copies to cover the entire mailing list; and
(c) Notices of the availability of other reports and hearings.
Rule 7.-All other publications (except Economic Indicators which is covered under rule 10 below) shall be distributed to those listed in rule 1A on the mailing list. If any supply remains, the other classes shall be notified and requests filled on a first-come, first-served basis.
Rule 8.-When for any reason the committee's supply does not permit serving all. who request a publication, some form of notification shall be sent to all who cannot be accommodated with copies, indicating the availability and price of the publication at the Superintendent of Documents, U.S. Government Printing Office.
Rule 9.-Requests for publications shall be submitted in writing accompanied with a return addressed gummed mailing label; and telephone requests shall be accepted.
Rule 10.-Economic Indicators is provided for by Public Law 120, 81st Congress, which allows the committee 700 copies each month. These copies are used solely for supplying members of the working press, the Council of Economic Advisers, ex-members of the Joint Economic Committee, and former committee staff to the extent that this is possible. The only exception to this rule will be single copies which may be mailed out on a one-time-only basis to individuals to provide sample copies with instructions as to how they may subscribe for the publication from the Superintendent of Documents.
Rule 11.-Whenever operation of these rules results in an unforeseen frustration of the committee's objectives set forth in the introduction to these rules, the executive director is authorized to make a temporary exception, which shall be promptly reported to the chairman, for review and possible proposal of amendment to these rules.
Rule 12.-This policy statement shall be printed and distributed to the Members of the Congress and to the general public so that the committee's policies are known.

Publications followed by a Superintendent of Documents catalog or stock number and price are available in quantity from the Superintendent of Documents, Government Printing Office, Washington, D.C. 20402 (Telephone: Area Code 202-275-3030 or 275-3031).
