D On August 23, 1949, a notice of rule raking was published in the Federal
ji ; Register (14 F. R. 5231) regarding a proposed amendment to administrative in-
Sstructions authorizing methods of treating cottonseed (B. E. P. 2. 558, Revised;
74 .7 3Q1.52-4a). After consideration of all relevant matters presented, in-
p xdhg the-propbsals set forth in the aforesaid notice, pursuant to the author-
f4ritfl rredd.upon the Chief of the Bureau of Entomology and Plant quarantinee
by the second proviso of the Pink Bollworm Quarantine (7 CFR 301.52), the said
administrative instructions are hereby amended by revising para.graph (a' (3) of
such instructions to read as follows:

S301.52-4a Administrative instructions authorizin additional methods of
treating cottonseed.-(a) Cottonseed from lightly infested ?rea. * * *

(3) Dosage. The dosage of methyl brcnide shall be as follows:

.The dosage shall be introduced as a spray into the return tuct at some
point beyond the blower.

The circulatory system shall be operated at the beginning for a period
to be designated by the insp,:ctor in charge.

This amendment provides for additional schedules for fumigating .t iiW
seed by using increased dosages of methyl bromide for shorter exposun pii
within each of two temperature ranges. Since it thus relieves restriction i
is within the exception in section 4 (c) of the Administrative Procedure Act
(5 U. S. C. 1003 (c)) and may properly be made effective less than 30 days
after its publication in t>e Federal Register.

This amendment shall be effective September 20, 1949.
