by him and does not contain seeds of the
species of oak named in paraigraph (a).

Eote: Sin-ce the importation into Germany of dicotyledonaous trees from
the United States is already prohibited by the decree of l0ovember 3, 1931,
arid the Circular of "'ovember 26, 1931 (sec pp. 6 and 8, B.E.P.Q,.--405),
the decree of April 16, 1937, as amended, is applicable to the United
States only with respect to the seeds of the above-mentioned trees.

In view of the fact that rooted plants, whose importation into
Germany is not prohibited by special quarantines, and which proceed
from countries (including the United States) that do not adhere to the
International Phylloxera Convention, must be accompanied by a shipper's*
declaration in German obligating himself to pay the cost of inspection
of such plants for phylloxera and commissioning the consignee or other
person authorized by the shipper and residing in Gcrm: y to pay that
cost, a model form of such a declaration is offered below in English
and German.

Shipper's Obligation to Pay the Cost of Inspection

residing in Germany to pay such expenses.

In like m.-nuner the decree of July 7, 1930 (:-;oe pr1ge 12, B3E.P.Q.
-405) prescribes that each shipment of flower bulbs, tubers, and corms
shall bo accompanied by a certificate issued 'by r,I,- cDpetent official
of the plant protection service of the country of origin, in the German
languiage, firming that the shipment wr.s thoroughly inspected by him
and foiud fr frefrom the diseases and posts nrvred in that decree. A
model of such a certific'tp is presented below in Eriglish and German.

Importation of Colorado Potato Beetle Prohibited

(Decree of July 20, 1934)

This decree prohibits the importation and transit of living
Colorado potato beetles (Leptinotarsa decemlineata Say) in any stage
of development,

Importation of Fresh Vegetables from France, Belgium, and Luxe:.burg
Restricted

It also limits to the period from April 1 to November 14 of
each year the importation and transit of fresh vegetables and other
fresh culinary plants of all kinds, except fruits, from France, Belgium,
and Luxemburg, to prevent the introduction of the Colorado potato beetle,
and on condition that those products were grown at least 50 km from
the border of a district infested by that pest, and that each shipu.ent
be accompanied by a certificate in prescribed form certifying the
freedom of the products from Colorado potato beetle and affirming that
the pest has not hitherto been determined within 50 km of the place
where the products were grown.

This decree revokes and supersedes previous decrees on the s2ime
subject, including that of February 23, 1932, consequently necessitating
the substitution of the 2d item on page 2 of B.E.P.Q.--405 by the
following items under the caption of the sunmary "Importation Prohibited":
