PLANT QUARANTINE IMPORT RESTRICTIONS
REGULATIONS CONCERNING THE IMPORTATION
OF AMERICAN AND WEST INDICES COTTON
(Supersedes "RESTRICTIONS ON COTTON F:M? AMERICA" pp. 8-9)
Notification No. 1581, (Agriculture) as amended.
According to the latest amendments to the above Notification up to and in-
cluding the amendment dated April 1., 1950, certain restrictions have been
placed on importers of American and -Vest Indies cotton-which may be of
interest to exporters of cotton in the United States. Pertinent sections
of the order are quoted below as they affect shipments of American cotton.
1. In this order: -
(i) "Cotton" includes ginned cotton, and droppings,
stripping, fly and other waste products of a cotton mill
other than y,.rn waste, but does not include cottonseed or
part (ii) ;'Lmerican Cotton" means all cotton produced in any
of Amer .Lcr. .
(iii) "Pale" means any pressed package of cotton of
whatever size or density.
(iv) "Square Bale" means a bale exceeding 270 lbs.
(v) "R1ound Bale" moans a bale not exce.-ding 270 lbs.
2. (a) On or before the departure of a ship carrying a
consignment of American cotton for Bombay or Madras from the
port from which the cotton is consigned, the consignee shall
ascertain the name of the ship, the probable date of its
arrival in Bombay or Madras, and number of square and round
bales in the consignment, and' shall furnish thi.- information
to the- Collector of Customs, Bombay, and to tihn, S',-cvrtary,
Indian Central Cotton Committee, Bombay, or, to the Dock
Manager of the Madras Port Trust, not less than 14 days be-
fore the arrival of the ship at Bombay or Madras.
(b) On arrival at Bombay or Madras, the cotton shall
be disinfected as prescribed by the Governmenta of Bormbay

(c) Prior to taking delivery of the cotton, the
imoortcr shalJ pay to the Collector of Customs, Bambay or
Dadrps, at rates stipulated to cover the cost of fumigation
and h.neling, but riot including docks import charges.

(d) No vessel shll discha.rge American cotton during
Period of rain, miist, or drizzle.
3. ltiuniation rates :
RL. 5-4-0 per square bale
Rs. 3-4-0 per round bale
If landed at the special American cotton wharf
Rs. 7-1-0 per squ-re bale
Rs. 4-10-0 per round bale.
Provided that in cases in which the importer has failed to
furnish the required inform'-tion, the rates shill be increased
by Rs. 2 per bale.
