POLICIES GOVERNING DISTRIBUTION OF PUBLICATIONS OF THE
JOINT ECONOMIC COMMITTEE
The Joint Economic Committee provides economic fcts and :al:1,ly--s tto 1
Congress abre:i-t of developing trends and prospects. It advi-;es (i.,,-' as io
the appropriate mix of public and private policies most likely 10i achieve the
Nation's economic objectives as set forth in the Emplo)iymenVt .- o,,f 1946. It
does not consider, draft, or report actual 1-.i-littion.
The committee makes its servie'- available 1)rillncil)ally tlir.,u0igh 1)ulblications
including reports, ha:irings, and collections of professional material-;. It also
publi-hes each month up-to-date data in Economic Indicators, which is prep:.ir.'d
for the committee by the Council of Economic Advisers.
The-e publications make available information about the performance of the
economy and various viewpoints on major economic issues which go not only to
Congr,-. but al the committee makes significalit contributions to economic education.
Becaii-_e fulfilling the purpose of the committee depends heavily on communicat-
ing the results of its work to the Congress, the executive branch, and the public,
the committee over a period of years has developed publication policie- which are
laid down in the rules that follow below. The objectives of these policies are-
(1) To provide Coiingr.s: with the best and most acciiraite economic infor-
mation possible;
(2) To improve coordination of public and private economic p)olicie(- so as
to promote achievement of the objectives of the Employment Act of 1946;
(3) To promote increased economic understanding throughout this country
and abroad;
(4) To insure availability of committee materials in publihi,-d form at
ba-ic reference sources, such as libraries, for permanent re-.earch use; and
(5) To accomplish the-c aims at the lowest possible overall cost to the
taxpayers.
With these aims in view, the publications will be distributed according to the
following rules:
Rule 1.-A mailing list shall be maintained, restricted to individuals and orga-
nizations with a continuing interest in public economic polici,-. This list shall be
separated into priority classes as follows:
A. First priority: Congressional office,-, working pre-z, senior Government
officials, and former members and staff officials of the Joint Economic
Committee.
B. Second priority: Government agencies, nonprofit libraries, university
professors, and teachers.
C. Third priority: Re-.arch organizations and r-t.irch workers.
D. Fourth priority: Other individuals and orgaiiiz:t ions.
Rule 2.-Students (up through graduate level in universities) shall be excluded
from the mailing list. It is the committee's policy to insure that students have
acce-s to committee publications thrQugh stocking of ref.r.-nice shelve-s in the
libraries of schools and college-.
Rule 3.-The executive director may place officials of forei,.n governments and
foreign iiiwtitutiunr on the mailing list when this is of mutual benefit, and they
can be -erviced within biidhwtary limits.
Rule 4.-The mailing list shall be kept current and in line with committee ob-
