Abstract:
The packet is addressed to Governor H.R. Parfitt and is divided into four sections: The first is a brief summary on the ambiguous labor prospects--particularly that of early retirees--following the signing of the Torrijos-Carter Treaty. The second section offers a revision to the early retirement provisions of the Panama Canal Treaty (1977) by providing four situational examples with calculated retirement plans and suggesting additional job security for established Canal Zone employees. The third section provides additional counterproposals to the retirement plan in contention.
