SBY STATES AND FOR THE UNITED STATES

Preparation of estimates of quarterly stocks of grains in off-farm positions
has passed through a period of relatively rapid evolution. The scope of these
Estimates has been increasing in response to demands for such statistics. Bat now
a fairly stable stage has been reached, and it appears-proper to take stock of the
progress through a compilation of the available data,

Pioneer work brought forth a series of quarterly estimates of stocks of wheat
in intetor mills, elevators, and warehouses. These storage positions were so desig-
nated to distinguish this segment from other segments for which stocks information
was being made available by other agencies. Stocks in elevators at 40 or more
Terminal points were enumerated and published weekly by the agency which is now
part of the Grain Branch of the Production and Marketing Administration. Stocks of
we1at at merchant mills were part of the monthly da.ta gathered by the Bureau of the
Census until 1945. In preparing estimates of wheat stocks for the interior mills,
elevators, and warehouses, the Crop Reporting 3oard undertook to cover all wheat
storage not covered by the data of the other two agencies

In- recent years (.since 1943) the Bureau of Agricultural Economics has assembled
data on additional commodities from the various agencies and combined them into re-
ports on stocks in all off-farm positions. Data on commercial stocks at terminals
are those for the weekly date closest to tiTe quarterly date as published by the
Grain Branch of PMA. In the earlier years, stocks of wheat reported at the merchant
Skills were obtained from the monthly reports of the Bureau of the Census. These
Stocks included wheat owned by the mills and that stored for others, but only wheat
Stored at the mills. As-the enumeration rarely reached 100 percent coverage of the
mills on the merchant mill list, the published total for the United States was ad-
justed to completeness on the basis of the rated storage capacity of the non-respon-
dent mills. This procedure was followed until July 1945 when the responsibility
for reporting stocks of wheat in merchant mills was. transferred to the Crop Report -
itg Board. The Bureau of the Census continues to maintain its lists of merchant
mills, but now enumerates only flour millings and stocks of flour. The Bureau of
the Census also enumerates stocks of flaxseed and soybeans at processing plants and
these, data are incorporated with those for other positions into the combined off-
farm stocks report. The Crop Reporting Board contacts these oilseed processors for
data on stocks of grains which are not collected by the Bureau of the Census,

The Crop Reporting Board maintains close contact with these other agencies,
which publish data for terminals, merchant mills, or oilseed processors, in order
that the Board may segregate, with a minimum of duplication, the data for stocks of
grains and oilseeds in all other off-farm storage. The data for this storage group
are published for the United States under the classification of interior mills, ele-
Svators and warehouses, a term which varies in coverage for the different grains, but
in each case covers all storage not otherwise designated for each grain. All
Stocks data are obtained on a position basis, without regard to ownership.

positions covered by estimates of the Crop Rpnorting Board were gathered by
the Agricultural Statisticians in charge of the field offices in the States and
combined with data for other positions from the agencies named.





Stocks of grains owned, by Commodity Credit Corporation and stored in any of
these various positions are included& in the data for the positions. CCC owns addi-M
tional quantities of grains, however, which are held. in their own bins or storage
under their control, also quantities in transit to ports, Information on such CCC-
owned grains not otherwise included in prepared quarterly for inclusion in the re-
port on stocks in all positions under the heading of 00CCC Storages, in order that
the coverage may be as nearly complete as is feasible.


Series of statistics on off-farm stocks of corn, oats, barley, and rye were
initiated'as of April. 1, 1943. Benchmarks were obtained in the eaumerative fl
of capacity and stocks on February 16, 1942, and as of April 1, 1943. On the bs
of these survey data, also, revisions were made in estimates of wheat stocks in
terior mills, elevators, and warehouses back through 1935. The series of estimates
of soybean stocks, instituted as of July 1, 1942, were also adjusted to thq'new .w
benchmark and continued.,


For sorghum grain and flaxseed, the stocks series began with estimates as of
October 1, 1947, and continue as projects under th.e Research and Marketing Act of
1946.


In the quarterly reports on stocks in off-farm positions, the data for the
various positions are shown separately for the United States. By States, however,
the data by positions are added and published as State totals of stocks in off-fun
positions, in order that the maximum information may be given without revealing, ,.
operations of individual firms. More detail is shown for wheat, however., than for
other stored commodities. Then publication of stocks data for any commodity .by
States, might disclose operations of an individual firm, an asterisk (*) is substi..
tuted in Ehe table for the data. The sum of such undisclosed data and some other
quantities not allocated by States is indicated at the bottom of each column, as
unallocated,

In the tables which follow, the manner of presentation of the off-farm stock
data is similar to that in the quarterly reports, inasmuch as these tables are late.

arranged in chronological sequence. The State data, however, are arranged on a
storage-year basis--beginning with October 1 stocks and ending with July 1 carry-
over stocks for wheat, rye, oats, barley and flaxseed, but beginning with Jammary 1
stocks and ending with October 1 carryover stocks for corn, sorghum grain and : .
soybeans*

HMS, STOCKS IN OFF-FA.-i POSITIONS


The series of 'data for off-farm stocks of rye originates with those for April
1, 194-, using the national enumerative surveys as benchmarks. For the United
States, stocks at interior mills, elevators and warehouses, and terminals are preo-
sented. separately; their sum makes up total off-farm stocks. For the States, the
earliest quarterly data are carwy.over stocks on January 1, 1944 when stocks at. '--.
terminals first became available on a State basis. The sequence of quarterly
stocks reports for rye is from October 1 stocks to carryover stocks on July 1 of the
. following year.

CORI STOCKS I OFF-FAPK POSITIONS

All available data on total off-farm stocks of corn on quarterly dates are
presented in the tables which follow. These begin with stocks as of April 1, 1943,
based on enumerative surveys as of that date. By States, however, it is possible
to present total off-farm stocks in series beginning with January 1, 1945, when
State data first became available for some of the positions. Included in the cia-
farm totals are stocks at (1) interior mills, elevators and warehouses, (2) tw.
als, and (3) CCC-owned corn in their own storage. The stocks season for co2n ..
begins on January 1 and ends with carryover stocks on October 1 of each year.

SORG:-UM GRAIN STOCKS IN OFF-FARM POSITIONS

Stocks of sorghum grains, are collected as of January 1 and October 1 of each
year as a project- under the Research and Marketing Act of 1946, with available data
from this source beginning on October 1, 1947. In order to present a series nearly
*uniform with those for other feed grains, however, information from various other
sources has been used as the basis for interpolated estimates. These interpolations
begin with July 1945, both for the United States and by States, and are presented
for the Anril 1 and July 1 dates not previously covered under the Research and
Marketing Act project. The method of presentation in the State and U.S. tables
parallels that for corn."

SOYBEAN STOCKS IN Ot-FA- M POSITIONS
Beginning with off-farm stocks for the United St1tes as of July 1, 1942,. the
series also covers stocks at (1) interior ailIt, elevators and warehouses, (2) ter-
minals, (3) processing plants, and (4) CCC-owned soybeans in their own storage.
But on the State basis, earliest data available for all positions begins on Octpbn
1, 1947, thereby limiting the length of the State series of total off-farm stocks, ;-.
The number of States for which individual State data are available also is limiteAw
making it practicable to present data for only 10 major States. The stocks seasoR.
begins with January 1 stocks and concludes with carryover stocks on October "1'of. ...
each year, ,
