1" .. der section 5303 of title 5, United States ce of Personnel Management
has determined that the pay of employees covered by sp rate schedules shall be
1acreased by an amount equivalent to the general increase in General Schedule pay made under
Aiecuatve Order 12165, October 9, 1979. The attachment to this letter shows the adjusted
special schedules, which are effective the same date as the general pay increase.

2. ie -pay of employees on the rolls and covered by special rates will be converted to
the new special rate ranges in accordance with section 530.307(b) of OPM's regulations.

S t(b) W hen an employee was receiving a special rate immediately before the
: ta':e tive date of a statutory pay increase, he shall receive on that effective
date the rate of basic pay for: (1) the numerical rank in the new special
rate range for his grade or level that corresponds with the numerical rank of
the. pec.al rate he was receiving immediately before that effective date; .

To iluatrate the effect of 530.307(b), the rate of adjustment for Veterinarian, GS-701-9,
SX'-; an employee in the third step rate of the GS-9 special rate range immediately
b eief'ithe effective date will receive pay at the third step of the new special rate range
on th effective date, and his salary will be increased from $19,106 to $20,443 as of the
e firt pay period that begins on or after October 1, 1979.
3. ;The; pay of employees receiving a 'retained special rate' above step 10 as the result
of a special rate range having been reduced or terminated, will be adjusted under one of
two separate provisions, depending on when the reduction or termination of the special
rate-range was effected.

If the special rate range was reduced or terminated before the first day of the first pay
period beginning on or after January 11, 1979 (the effective date of the grade and pay
retention provisions of the Civil Service Reform Act of 1978), the employee's rate above
osep 10 will be adjusted by the amount of the increase made in step 10 of the rate range.
(In the instance that the special rate range was reduced, but not terminated, step 10
of the special rate range is used for this purpose.)

If the special rate range was reduced or terminated on or after the first day of the first
pay period beginning on or after January 11, 1979, section 5363 of title 5, United States
Code, applies. In this case, the employee's rate above step 10 will be increased by half
the increase made in step 10 of the rate range. (In the instance that the special rate
range was reduced, but not terminated, step 10 of the special rate range is used for this
purpose.) If this one-half adjustment would result in an employee's rate falling between

step 9 and step 10 of the rate range, he shall receive the rate for step 10, and pay
retention ceases to apply. As an example, a GS-6 Inhalation Therapy Technician int .
New York City who currently receives a retained special rate of $16,002 due to the
reduction of that special rate range in April 1979, would have his pay rate adjusted.
by half the increase made in the special maximum rate of $15,612. The special mauifa
rate is increased to $16,711, and granting half the increase in step 10 would result-
the employee's rate being increased by $550 to $16,552. Since this one-half adjustni
would result in a pay rate that falls between step 9 and step 10 of the rate range, t
employee would receive pay at the maximum rate, $16,711 per year. A number of auth .
special rates were reduced or terminated after the grade and pay retention provisiins
the Civil Service Reform Act became effective. All of these reductions or terminate
were made by annual review effective April 1979, FPM Letter 530-213. Ii"ii

For employees receiving a retained special rate above step 10, process the action a : A
"894," pay adjustment, and enter the appropriate pay rate determinant code. When tibg&
employee's pay rate is no longer above step 10, the pay rate determinant code is "0.:

4. One authorization, GS-602 Medical Officer Series, is affected by the ceiling on
General Schedule pay. Under Public Law 96-86, October 12, 1979, this ceiling is .'i"
$50,112.50 for the new special and General Schedule rates. In addition, the prevr:iaat:",
$47,500 pay ceiling increased to $50,100 on October 1, 1979. The effect of this is'':
detailed in the note to the GS-602 Medical Officer Series authorization.

5. An additional FPM Letter will be published as soon as the annual review of spect si
salary rates has been completed to further adjust many of the special schedules in
FPM letter. This means that some of the special rates now authorized could be retu
cancelled as a result of the annual review. A reduction or cancellation could be -a. .
either to all grades in an authorization or to only some of the grades in a aauthor-1.
nation. When special rates are reduced or terminated, employees on the rolls will re
their existing rates of pay. The FPM letter will be published at least two weeks be .
the effective date of the adjustments. Agencies are cautioned not to use the rates -1:
forth in the attachment to this FPM letter when making commitments for future actioin::sil
such as appointments or promotions. l
