0759 Corn oil and equipment (Nigeria). Mr. Isaac S. Tapere, Managing Director,
Tisco Nigeria Limited, has expressed interest in locating a well-known, U.S.
corn-oil manufacturer/exporter willing to ship corn oil in bulk for local
packing and distribution. U.S. firm would be required to recommend necessary
machinery/equipment for use in storage and packing of subject oil locally.
As bulk corn oil is presently not available, U.S. firm should be prepared to
enter into a licensing agreement or joint-venture in order to provide the
required support to this large market. Type of joint-venture/licensing
agreement is to be determined. Mr. Tapere indicated that he has just
completed a factory building at Akure, in Ondo State of Nigeria, to
facilitate this venture. Currently, Tisco Nigeria Limited, is a private

limited liability company that manufactures toothpaste and also imports and
distributes pharmaceuticals. Claimed annual sales of company is naira 3
million with an annual import purchases of naira 1.5 million. Reportedly

Foreign Market Developments.

Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, the following notifications of foreign
proposed standards-related rules have been provided for the information and comment
of interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could

The United Kingdom, on behalf of the Hong Kong Urban Services Department, is
proposing regulations to replace the existing food adulteration (metallic
contamination) regulations. These new regulations will remove the zero tolerance of
and prescribe the permitted levels for antimony, cadmium and chromium in certain
foods as follows:

U.S. Foods Product Display Philippines. You are invited to join a Foreign
Agricultural Service (FAS) sponsored U.S. Foods Product Display in Manila,
Philippines, December 2 and 3, 1982. The Philippines is an important dollar market
for U.S. agricultural products, U.S. exports to that market having reached $319.2
million in 1980. Processed or consumer-ready foods accounted for $9.1 million of
this total.

A survey conducted by our Agricultural Counselor in the Philippines has identified
the following items as products offering sales opportunity: beef, turkey, oranges,
raisins, apples, canned peaches, dry beans and wines. The participation fee is
$200.00. While representation is not required, we strongly urge each participant

Portland To Be Site of First Conference on Shipping Livestock By Water.

Technological breakthroughs in treatment, containerization and increases in the
number of vessels outfitted to carry animals have made shipping via ocean attractive
to both importers and exporters. Modifications in quarantining procedures and
breeding developments have also made it an increasingly important alternative.

Since the rapid price increases in fuel, many shippers have turned to all-water
transportation for a variety of cargoes. Consequently, the maritime industry has
continued to carry bigger volumes of cattle, sheep and swine. With the growth of
ocean transport of livestock many questions have been raised about the procedures one
must use, the cost involved and potential problem areas.

Responding to the needs of shippers as well as the transporters, the Office of
Transportation of the U.S. Department of Agriculture has joined with the Port of
Portland, Oregon, the Oregon Department of Agriculture, the Northwest Quarantine
