Import Regulations in Certain Arabic Countries

Formal regulations governing food imports exist in the United Arab Emirates, Oman and
Kuwait. Draft regulations have been prepared in Qatar and Bahrain. For all
practical purposes, these draft regulations are now being enforced.
Briefly summarizing the regulations:

a. Production/Expiry (P/E) dating is required by each of the five
countries covered by the ATO in Bahrain. If the packet contains
reference to "Best Sold By", that date must be the same as the expiry
date shown on the label. If it is not, the packet will be rejected.

b. Dual language labeling is required. Until early this year, Kuwait
and Bahrain allowed products in without Arabic labeling. This is no
longer the case.

c. All P/E dating and other information on the labels mist be marked
with Indelible ink. If the date can be altered in any way, the
product will be rejected.

d. P/E dating must appear on the original label In Kuwait and the
Emirates. Stickers are not allowed. In the other three countries,
the use of stickers is under review and will, in the opinion of the
ATO, be banned shortly.

e. Except for Bahrain, each of these countries requires that mat and
poultry items be accompanied by a Halal Slaughter Certificate. Three
officials from FSIS have been in the Gulf during the past 18 months
