MARKET DEVELOPMENT ACTIVITIES

The ATO in Manama has been advised that Bahrain and the other five Gulf Countries
Council (Saudi Arabia, Oman, UAE, Qatar, and Kuwait) have adopted the Kuwaiti Food
Regulations for prepackaged foods (KS 42). At this time, the Department of Public
Health is awaiting a Ministrial Order from the Ministry of Commerce and Agriculture
confirming the implementation (i.e., effective) date of this new regulation.

They were also advised that the GCC member states intend to adopt the Saudi Arabian
regulations for imported frozen foods. Presently, these regulations are under study
and comments are being solicited from the appropriate authorities in each country.

When the new regulations are announced in Bahrain, importers will be granted a six
month grace period to allow their suppliers time to adjust to the new regulations.

Under the proposed regulations, dates of production and expiry (dp/e) will be
required to be part of the label (in Arabic as well as a second language if a second
language is used).

On the question of embossed dp/e, quote embossed dates will be preferred in the case
of tinned food unquote. Stickers bearing pd/e will not rpt not be accepted unless
prior approval is approved (i.e., lithographic labels only will be considered as we
understand it).

As regards pork items, the allowable shelflife for non-processed products will be six
months. For further processed items, the allowable shelflife will be one year.


TECHNICAL OFFICE

Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, the following notifications of foreign
proposed standards-relatea rules have been prcvioed for the information and comment
of interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could
cause a trade problem. From time to time we also receive information through our
embassies in foreign countries, as is the case this week. Request for copies or
questions can be referred to Carolyn Fillmore Wilson, USDA Technical Office, Foreign
Agricultural Service, Rooni 5b30 South Agriculture Building, Washington, D.C. 20250;
or phone (202) 382-1318. Anyone interested in commenting on the proposals should
include the TBT Notification Number in their communication.

EC TBT Notification 84.181 The Commission of the European Lommunities has
proposed a Directive (product covered frozen food) on the approximation of the laws
of the member states relating to quick-frozen foodstuffs for human consumption which
concerns all the links in the cola chain such as: manufacturing, storage, transport,
distribution, retail sale including labeling rules. The objective and rationale for
the proposal is consumer protection. Final date for comments is January 7, 1985.

India TBT Notification 84.186 The Indian Standards Institution has announced a
proposal (product covered sawn timber and timber products) on methods for
determination of moisture content ot timber. lhe objective and rationale is to
provide standard methods of test.

Finland TET Notification 84.191 The Finnish Ministry of Trade and Industry has
announced a proposed decree (product covered food) which specifies the duties of
the relevant controlling authorities and assisting research institutes. The
objective and rationale for the proposal is consumer protection. Final date for
comments is January 15, 19bb.

Finlano TBT Notification 84.192 The Finnish Ministry of Trade and Industry has
announced a proposed (product covered food) act on food products. The objective of
the proposed act is to protect the consumer against harmful or inferior food products
and against economic damages caused by them. Manufacturing, selling, distributing or
importing inferior food products will be prohibited. Final date for comments on the
proposal is January 15, 1985.

Federal Republic of Germany TBT Notification 84.194 The Federal Ministry for
Economic Affairs has announced a first order to amend (product covered products in
prepackages) the prepacking order amending regulations on:
a) labeling of net quantity, b) prescribed quantities, c) requirements for
checkweighers. The objective and rationale for the amendment is consumer
protection. Final date for comments is January 15, 1985.

Canada The Technical Office recently received a packet of information on Canadian
regulatory requirements for countries exporting food to Canada which had been
prepared for an October seminar sponsored by the Health Protection Branch of the
Department of Health and Welfare. Of particular interest is a booklet of Canada's
Health Protection and Food Laws. Copies of this booklet are available to interested
exporters.

Kuwait A copy of Kuwaiti Standard Specifications Guide to the Safe Use of Food
Additives just arrived and can be provided to interested exporters.

Oman A number of Omani standards arrived this week. They deal mainly with
beverages, corn oil and flour.
