BUTTER TENDER (ALGERIA). Quality: unsalted pasteurized dairy butter. Less than 3
months old when arriving in Algerian ports. Fat: 821, moisture: 162 max. This butter
must have been certified by an exporter that it was stored at proper temperature and
guaranteed by an official agency attesting that it is dairy butter coming from a
manufacture inspected and approved by official authorities of the producing country.
Quantity: 20,000 MT and over. Packaging: 20-25 kg. cartons and 250 gr. sticks. All
origins subject to buyer's agreement. Prices will be fixed cost and freight liner
terms to all Algerian ports. Prices will be made payable in producer's country
currency. Liner terms mean that debarkation cost is divided according to current rate
as follows. To buyer's expense, following debarkation costs: rate corresponding to
handling tariff scale; to sellers expense, the following costs: shift work, overtime
work, port crane rental, winchmen, winch breakdown, waiting for hold opening. Payment
upon presentation of document. Special attention will be given to bids including
offers to buy Algerian products. Embarkation according to buyer's program.
Transportation of butter will be made in cold hold always kept at no more than 10
degrees C except for handling. Butter in bulk must be packed in food polyethlene
paper and export-type, very strong, rectangular carton with ENAPAL brand, the whole
previously approved by the board. Butter sticks: load of two cartons of 40 sticks or
1 carton of 80 sticks. The product must be delivered in food aluminium paper
containing 250 gr. and packed in food polyethylene paper and export-type, very
strong, rectangular carton with ENAPAL brand. A bank guarantee of good execution
amounting to 52 of the total value of the contract shall be deposited by the seller
upon closing the sale contract. This guarantee will be released by the buyer upon
last delivery and upon reception of another bank guarantee amounting to 10Z of the
total value of the contract. The latter guarantee will be released by the buyer at
the end of 12 month warranty period of the product. Tenders in duplicate are to be
submitted under anonymous sealed envelopes reading "Consultation Beurre 1984" Nes Pas
Ouvrir to the State Corporation for Food Supplies no later than November 23, 1984.
Bidder will be bound by their tenders for a period of 90 days starting from the
closing date of the invitation to tender. Bids submitted by telex/telegram will not
be considered. Any tender must include the following documents: the by-laws of the
company as well as list of the major shareholder or partners; the financial situation
in Algeria and in the head office company; a list of the major administrators of the
company; the balance sheets of the previous two years; the distribution of the
capitol stock if the bidder is an incorporated company; producer's certification
delivered by the Chamber of Commerce. The envelope must not specify the name of the

MARKET DEVELOPMENT ACTIVITIES


CHEESE FOOD MARKETING OPPORTUNITY IN JAPAN


The Agriculture Office in Japan has been advised by the MAFF that a
miscellaneuos quota for cheese food will be announced in early November, to
comply with Japanese commitment on the "GATT 13" items. Application documents
should be submitted to import division of MITI. Usually about 2 weeks from
date of announcement is allowed for submission. Certificate for quota
allocation will be awarded to applicant about three months from date of
announcement.

Any interested parties in U.S. sound prepare information on formulation,
including percentages of various ingredients and manufacturing method for
submission, to Milk and Milk Products Division (MMPD), Livestock Industry
Bureau, MAFF. If information is not sufficient to determine whether product
can be classified as cheese food, MAFF/MMPD may request identification
certificate from Japan Dairy Products Association. In addition to formulation
information, it is important to check with MHW/Food Chemistry Division,
concerning possible inclusion of prohibited food additives.

Quota does not go to exporter but to Japanese agent. Agent must have import
record of $50,000 (U.S.) minimum per year, but this can include imports of any
commodity, agricultural or industrial, quota or non-quota items.

Considering time required for procedural work, product identification and
check for additives, it may be too late to apply for second half JFY 1984
quota for cheese food unless U.S. exporter already has Japanese agent.

TECHNICAL OFFICE


Notice of Foreign Proposals Concerning Standards in Agriculture. As required
of all signatories to the GATT Standards Code, the following notifications of
foreign proposed standards-related rules have been provided for the
information and comment bf interested agencies and firms. The Technical
Office invites inquiries from anyone who believes that any of the proposed
regulations notified under this heading could cause a trade problem. From
time to time we also receive information through our embassies in foreign
countries, as is the case this week. Request for copies or questions can be
referred to Carolyn Fillmore Wilson, USDA Technical Office, Foreign
Agricultural Service, Room 5530 South Agriculture Building, Washington, D.C.
20250; or phone (202) 382-1318. Anyone interested in commenting on the
proposals should include the TBT Notification Number in their communication.









Austria TBT Notification 84.169 The Austrian Federal Ministry of Health
and Environmental Protection has drafted a regulation (product covered -
beverages) concerning infusion beverages. Infusion beverages which give the
impression of containing milk or milk products will not be allowed to contain
substitutes for milk or milk products. The objective and rationale for the
proposal is consumer protection. Final date for comments is November 15, 1984.

Sweden TBT Notification 84.172 The Swedish National Food Administration
has drafted a revision (product covered allowable pesticide levels in fruit,
vegetables, potatoes) of the ordinance on foreign substances in food. The
draft contains a revision of the appendix concerning the maximum levels of
certain pesticides in or on fruit, vegetables and potatoes. The levels have
been revised in consequence of revisions of the acceptable daily intake values
for the substances in question. The objective and rationale for the proposal
is the protection of human health. Final date for comments is
November 20, 1984.

Japan TBT Notification 84.174 The Japanese Ministry of Agriculture,
Forestry and Fisheries has proposed an amendment (product covered -
fertilizers) to the designation of special fertilizers. The objective and
rationale for the proposal is to secure the quality of fertilizers. Final
date for comments is December 18, 1984.

Austria TBT Notification 84.178 The Austrian Federal Ministry of
Agriculture and Forestry has drafted a bill and regulations (product covered -
fertilizers) concerning fertilizers. The law contains provisions concerning
quality and marking requirements for the protection of human health, health of
animals and of the environment which are also the objective and rationale for
the proposal. Final date for comments is November 5, 1984.

Cyprus The Technical Office recently received a copy of the Cyprus standard
for labelling of prepackaged foods.

EC A copy of a Council Directive amending for the 22nd time Directive
64/54/EEC concerning the preservatives authorized for use in foodstuffs
intended for human consumption has been received by the Technical Office. The
amendment concerns potassium bisulphite, natamycin and thiabendazol.

The Technical Office also received a proposed directive relating to
quick-frozen foodstuffs for human consumption.

Saudi Arabia The Technical Office has a copy of a current Islamic calander
(Gregorian 1984/1985) which it would be happy to share with interested
exporters.
