Sweden TBT Notification 84. 195. The Swedish Ministry of Agriculture and
Environment/Commission for the Control of Chemical Products announced a proposal
(product covered chemicals) for new and revised legislation on chemical products
The proposed legislation will include an obligation for producers and importers to
investigate the effect of their products to human health and to the environment.
Producers, importers and retailers will be compelled to obtain access to the chemical
or toxicological competence required for this purpose. Further, producers and
importers will be bound to report to the competent authority on new discoveries in
Importation, commercial resale or other commercial use of products considered to be
especially dangerous are subject to licensing (a special permit from the country
administration is required). The Commission now proposes that the period of validity
for such permits may not exceed five years.
As to pesticides, "approval" registration will be limited to a period of five years
at the most after which reconsideration of the "approval" will be required. The
Commission also proposes that importation of waste materials which may create
environmental contamination shall be subject to licensing.
The objective and rationale for this proposal is protection for human health and for
the environment. The Technical Office has a 12 page English synopsis translation of
this very long proposal.
Japan TBT Notification 85.1 The Japanese Ministry of Agriculture, Forestry and
Fisheries, Food and Marketing Bureau, Consumers Economy Division announced a proposed
amendment (product covered margarine) to the quality labelling standards on
margarine. The proposal would classify margarine by fat content into "margarine" and
"prepared margarine". The objective and rationale for this proposal is consumer
protection. Final date for comments is March 20, 1985.
Japan TBT Notification 85.2 The Japanese Ministry of Agriculture, Forestry and
Fisheries, Food and Marketing Bureau, Consumers Economy Division has announced a
proposal (product covered soybean milk and beverage products) for an amendment to
the quality labelling standards on soybean milk, prepared soybean milk, and soybean
milk beverage which would introduce a new standard for "soy protein beverage". Final
date for comments on the proposal is March 20, 1985.
Canada TBT Notification 85.5 The Canadian Department of National Health and
Welfare has announced a proposal (product covered drugs) for an amendment to
regulate the use of colouring agents in manufactured and imported drugs.
Japan The Technical Office just received a copy of the Japanese Agricultural
Standard (JAS) for fruit drinks.
