Notice of Foreign Proposals Concerning Standards in Agriculture. As required
of all signatories to the GATT Standards Code, the following notifications of
foreign proposed standards-related rules have been provided for the information
and comment of interested agencies and firms. The Technical Office invites

notified under this heading could cause a trade problem. From time to time we

Switzerland TBT Notification 86.7 The Swiss Federal Veterinary Office has
announced a proposal (product covered animals and meat and meat products)
for an Order on Legal Aspects of Veterinary Provisions Applicable to The
Import, Transit and Export of Animals and Goods. The proposal will: update
veterinary regulations including control of animal diseases and foodstuffs;
cover requirements concerning transport and import; cover requirements
concerning certificates of origin and inspection certificates; and extend
prohibition of certain practices such as cutting dogs ears etc., and import
prohibition on turtle meat and frogs' legs. The objective and rationale for
the proposal is updating of current law. Final date for comments is Iarch 7,
1986.

Austria TBT Notification 86.9 The Austrian Federal Ministry of Health and
Environmental Protection has announced a proposal (product covered packaging
for foodstuffs) which is a Draft Ordinance Concerning the Prohibition or
Restriction of Dangerous Working Material Intended to be Used for Certain
Commodities. The Ordinance concerns mainly materials (packaging, casings or
wrappings) of which substances (chemical elements and chemical compounds) have
a detrimental effect on foodstuffs, consumption products, additives and other
consumer goods. The draft contains protective measures to prevent from
marketing certain goods suspected to be in a specified unlawful condition. The
objective and rationale for the draft ordinance is public health and security.
The proposed date of adoption and entry into force was January 15, 1986.

Japan TBT Notification 86.10 The Japanese Ministry of Agriculture Forestry
and Fisheries, Food and Marketing Bureau, Consumers Economy Division has
announced a proposal (product covered noodles) for the establishment of the
quality labelling standards for dried Japanese noodles. The particular
products covered are: (dried soba) buckwheat noodles, (dried udon) wheat
noodles, (dried biramen) flat wheat noodles, and (dried hiyamugi and some)
thinner wheat noodles. The proposal stipulates that the following items
should be indicated collectively: 1) The common name for the product, 2) The
name of the materials, 3) The quantity of content, 4) The minimum durability,
5) The storage instruction, 6) The preparation method, 7) The name and address
of the manufacturer or seller (or importer for an imported product), and 8)
The country of origin. The objective and rationale for the proposal is
consumer protection. Final date for comments on the proposal is March 21,
1986.









Hong Kong TBT Notification 86.11 The Hong Kong Government Secretariat,
Municipal Services Branch, has announced a proposal (product covered water)
to amend the Public Health and Urban Services Ordinance to include "water
placed in a sealed container for sale for human consumption" in the
definitions of "drink" and "food". The objective and rationale for the
proposal is to put "water placed in a sealed container for sale for human
consumption" under the control of the Public Health and Urban Services
Ordinance and its subsidiary legislation, to safeguard public health. Final
date for comments is March 7, 1986.

Canada The Technical Office recently received the "Report to Expert Advisory
Committee on Dietary Fibre" published by the Health Protection Branch of
Health and Welfare Canada. The report covers the following subjects:
definition of dietary fibre; methods of analysis; physiological effects;
reasonable levels of fibre intake; appropriate claims for the dietary fibre in
foods; and requirements for further information on dietary fibre.




Saudi Arabian Production/Expiration Date Marking. The Saudi Arabian Standards
Organization (SASO), as reported by the U.S. Agricultural Trade Officer in
Saudi Arabia, has decided that both production and expiration dates should be
shown as follows:

Shelf life six months or less: day/month/year
Shelf life more than six months: month/year

with the understanding that the date of production is the first day of the
month shown and the expiration date the last day of the month shown, eg.; a
one-year shelf life would be shown Jan 85 Dec 85.

Products with no specified shelf life such as salt, spices, milled rice, etc.
only the date of production or processing would be shown as: day/month/year.


Labeling Irregularities on Meat/Poultry for Export to Bahrain. Frozen
meat/poultry goods have been held in Bahrain because of confusion caused by
refrigeration labeling statements on shipping containers. Labeling statements
such as "Keep Chilled", "Keep Refrigerated", "Perishable", etc., appear to
Bahrain inspection officials to indicate that the products were initially
marketed as "chilled" goods and then frozen as the expiration date
approached. Bahrain officials have requested that a storage temperature be
replaced with the refrigeration statement on the boxes to fully clarify the
type of product being handled. Examples are: "Keep Frozen Store at or
below degrees centigrade"; "Keep Chilled (or refrigerated) Store
Between and degrees centigrade".

Other labeling irregularities include overlabeling and replacing numbers by
blacking out original numbers. These practices are not acceptable and may
result in rejection of a shipment.

It is the responsibility of the exporter to determine which requirements must
be fulfilled for a particular shipment by contacting the importer or
assistance can be provided by the U.S. Department of Agriculture, Foreign
Agricultural Service, Label Clearance Service, Room 4944-South, Washington,
D.C. 20250.
