FOREIGN TRADE DEVELOPMENTS:
Metric Labeling and Item Certification, Beef (Japan)--The Japanese
Livestock Industry Promotion Corporation (LIPC) has announced that
metric weight labeling will be required for all LIPC tender pur-
chases beginning August 1, 1979. Tender purchases from that date
will require that each carton and the FSQS/MPI certificate show the
net weight in kilograms to the nearest tenth using the pounds to
kilogram conversion factor of 0.45359 kilograms per pound, e.g.,
50 pounds equal 22.6 kilograms. Net weight of less than one-tenth
should be ignored. If necessary, the MPI certificate may also show
the corresponding pound weight in parenthesis or beneath the kilo-
The LIPC also announced that, except for Beef Skirt Plate (item
121D), product certification by item number will be by USDA Insti-
tutional Meat Purchase Specification (IMPS) number only. These
numbers must be shown on the carton and MPI certificate. With re-
spect to the Beef Skirt Plate, that term only, i.e., Beef Skirt
Plate, must be shown on both the carton and the MPI certificate. The
terms "Inside skirt" and "Muscle, transversus abdominis" are not
acceptable. The IMPS item number 121D must be shown on the carton
but not on the MPI certificate. An MPI'Bulletin will be issued

officials that effective January 1, 1980, the EEC will likely re-
quire metric labeling for all import meat and offals. Since this
trend to required metric labeling seems to be world-wide, the USDA
recommends any U.S. packer or purveyor who contemplates exporting
his product should begin to use the metric system as soon as pos-
Results of Japanese Beef Tender The LIPC announced purchases of 8,003.7 mt
of frozen beef, including 2,148.7 mt of grainfed cuts, under its fourth
JFY-79 tender called on July 12. Itemized purchases of grainfed cuts with
amount tendered in parenthesis were as follows: Square Cut Chuck 543.2 mt (500)
Brisket 79.5 (100; Short Plate 862.0 (800); Striploin 311.0 (300; and Beef
Skirt Plate 353.0 (500). The total grainfed includes 16 mt each Square Cut
Chuck and Short Plate from Canada. The remainder was the U.S. Although the
tender called for 5,245 mt of chilled beef, none was purchased, and it will
be re-tendered on July 18.
Brazilian Livestock Exhibit. The 42nd Exposicao Estadual de Esteio, Rio Grande
Do Sul, Brazil, will be held August 22-September 2, instead of August 16-27 as
previously reported. Swine will be exhibited at the show this year.. The
judging dates by breeds are not yet available.
International Livestock Transportation Directory The Office of Transportation
has announced publication of an International Livestock Transportation
Directory. The publication is a ready reference covering a listing of: (1)
air carriers offering charter service for livestock, their operating authority
and world markets frequently served; (2) international freigh forwarders;
(3) charter brokers; (4) ocean carriers; and (5) APHIS approved livestock
