Foreign Trade Developments:
Japan increase duty free import quota for feeder cattle. Japan has announced
a duty free import quota of 11,000 head for feeder cattle for JFY 1979, almost
double the 6,000 head quota for JFY 1978. Under this quota the 45,000 yen-per-
head duty is waived for feeders weighing 300 kg or less live weight. The quota
is allocated only to agricultural cooperative members and was almost fully
utilized in JFY 1978 for the first time in recent years. With domestic feeder
cattle prices continuing to rise, the duty free quota is expected to be used
fully again this year. Some operators are even planning to import feeders
outside the quota because demand for beef remains strong and feed prices are
Beef (Japan). On May 11, the Japanese Livestock Industry Promotion Corporation
(LIPC) made its first tender for purchases of frozen beef under the JFY-79 quota.
The tender called for delivery by July 20, and the total amount of grain-fed
high quality beef purchased was 2,150.5 metric tons, consisting of square cut
chuck-583.5 metric tons, brisket-108 metric tons, short plate-1,122 metric tons,
and striploin-337 metric tons. Canada supplied 15 metric tons of the short
plate and the remainder was of U.S. origin. The tender also included 400 mt of
beef skirt plate of which 373 mt were offered and only 22 mt were purchased by
the LIPC. This small purchase was reportedly because the prices offered were
considerably above the established maximum price acceptable by the LIPC.
Since, the LIPC has not decided on a conversion rate of pounds to metric units,
the metric weight requirement was waived on these purchases.
