Foreign Market Developments

Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, the following notifications of foreign
proposed standards-related rules have been provided for the information and comment
of interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could

United Kingdom. The UK Ministry of Agriculture, Fisheries and Food has proposed a
standard regarding meat unfit, or not intended, for human consumption. The new
standard, if adopted, will permit unsterilized, unfit meat to be sent only to
specified destinations in the UK, for example pet food manufacturers, zoos and
pharmaceutical manufacturers. Unfit carcass meat (but not offals) will have to be
either stained or sterilized before entering distribution in the UK. Staining will
have to be performed with a prescribed stain (Black PN). The requirements will apply
equally to imported meat and to meat produced in the UK.
