Foreign Trade Developments

Export needs of Poland. Due to the present shortage of many food and feed
items in Poland, an unexpected opportunity may exist for U.S. commodities.
The opportunities include wheat flour in April-June, seed potatoes,
unsalted butter, cheese, skim milk powder, and whole milk powder. A
disastrous 1980 seed potato crop is being evaluated to determine FY 81 seed
requirements. Wants varieties that cook white and fluffy. Quotations
requested on unsalted good quality butter in 50 pound bulk packs. Poland
is a traditional exporter of cheese and now interested in importing Edam 45
percent fat or Gouda or similar type in small size packages for over the
counter sale. Needs quotations by grade for skim milk powder, both human
edible and animal feed. Most immediate need is for several thousand metric
tons of whole milk powder, 26 percent fat, 3 percent moisture for use in

Export Strategy for the Eighties. A comprehensive strategy to expand U.S.
farm exports over the next decade will be presented at a national
conference February 9-11 at the Mayflower Hotel in Washington. The plan is
the centerpiece of the U.S. Farm Export Education Project, coordinated over
the past 18 months by the Agriculture Council of America. During that time
the project has brought together top leaders from every segment of the farm
export community in an effort to define specific steps to obtain "maximum
feasible expansion of U.S. farm exports." The registration for non-members

EURO '81 Fooa Exhibition. About 40 leading European food buyers will be
attending an exhibition of quality food products, February 26-28, at the
Oakland Airport Hilton Hotel, Oakland, California. The exhibit will be

will include exhibitors from a large number of firms in that area. The
exhibit fee is $350 per booth for firms from the WUSATA member states.

Venezuela request for dried milk quotations. The government purchasing
agency in Venezuela requests price quotes from U.S. on routine basis for 26
per cent whole fat powdered milk and 1 per cent skimmed milk. Companies

Results of Japanese beef Tender. The Livestock Industry Promotion
Corporation (LIPC) of Japan has announced the following frozen beef tender
results for January 22, 1981: 7197.5 mt total of which 2003.0 met was
grain fed beef of which 517.0 mt square cut chucks, 986.0 mt boneless short
plates which totals 1503.0 mt of High Quality beef of which 106.0 mt
awarded to Canada and 1397.0 mt awarded to U.S. exporters. The balance
500.0 mt of beef skirt plate made a total of 2003.0 mt of grain fed beef
and 5194.5 mt was frozen grass fed quality beef presumable awarded to
Australia. In the Japanese FY 1981 (ending Aprill) the U.S. has accounted
for 92 per cent of the High Quality beef sales to Japan.

The Uniteo Kingdom has issued a "New Deal on Food Labeling" to regulate
labeling of prepackaged Foods. The prime target will be date marketing to
indicate the shelf life for which food can reasonably be expected to retain

New Zealand Proposed Food Act. The New Zealand Department of Health
proposes a bill concerning the labeling and packaging of all foodstuffs for
human consumption. This bill, to be known as the Food Act of 1980,
"consolidates and amends those provisions of the Food and Drug Act of 1969

This is the first in a continuing series of announcements based on
notifications of proposed standards-related or certification system-related
regulations from foreign countries. The foreign countries from which these
notifications emeanate include most of our major trading partners and are
all signatories to the so-called Standards Code. This code is one of
several "codes of conduct" resulting from the Tokyo Round of the
Multilateral Trade Negotiations and is more formally known as the Agreement
on Technical Barriers to Trade. In the United States, the agreement is
implemented by Title IV of the Trade Agreements Act of 1979.

One of the obligations of all signatories to the Standards Code is to
provide notification to all other signatories of proposed standards-related
rules of a mandatory nature. In providing these notifications, countries
are expected to include a sufficient time period between issuance of

proposals and enactment of final rules to allow other code signatory
countries to comment if they wish. While the full texts of
standards-related regulations are not always readily available, additional

regulations notified under this heading could cause a trade problem.

Notifications of this nature will be published henceforth in Export Briefs
each week during which such notifications concerning proposed agricultural
standards are received from foreign countries. They will continue to
