Foreign Market Developments
Export of pork offals to Spain. Spanish officials have informed us that pork
kidneys may now be imported into Spain provided they have been frozen for three
months. Pork tongues and other pork offals shall have been frozen for at least
four months before they will be permitted entry. This information will be in-
cluded with the other requirements for exports to Spain as contained in the
Meat and Poultry Inspection Manual, Food Safety and Quality Service, USDA, at

Beef exports to Japan. The USDA Food Safety and Quality Service (FSQS) has
advised that its instructions in Section 22.51 of the Meat and Poultry
Inspection Manual pertaining to the Japanese Livestock Industry Promotion
Corporation (LIPC) requirements for shipments of beef are not always being
followed. The FSQS has instructed its inspectors that the following should
be put into practice immediately:
1. Party requesting export certificates for exporting beef to Japan must
state on MP Form 412 "Exporter advises shipment is subject to requirements
of LIPC tender", or "Exporter advises shipment is not subject to requirements
of LIPC tender". The corresponding statement should be placed on both MP
Forms 412-3 and 412-13.
2. When the shipment is subject to LIPC requirements, the company requesting
export certification must furnish the inspector a "meat acceptance certification"
completed by the USDA Meat Grader specifying grade, name of cut and item number.
3. LIPC tenders express the specification number of the product they are
ordering as either IMPS or NAMPS (National Association of Meat Purveyors)
item number. When a grader is requested to furnish an Agricultural Products
Acceptance Certificate, he will certify the product in accordance with the
corresponding IMPS (Institutional Meat Purchase Specifications) item number.
