Nigeria Moves to Restrict Foreign Exchange Expenditures 3 1262 090513903

The Central Bank of Nigeria issued on March 23, three circular instructions to the
Nigerian Banking Community concerning import procedures. The essence of these
circulars is to stop the further issuance of forms M (The basic document for
importing goods into Nigeria) and Letters of Credit until further notice. In
addition the circulars asked all banks to make an inventory of outstanding
obligations through forms M, Letters of Credit, usance bills and/or bills for
collection. The outstanding obligations are to be classified into various groups of
items: food (rice, stock fish, milk, frozen fish, canned fish, dressed chicken,
canned meat, frozen or chilled beef and other meats, other foodstuffs), industrial
raw materials, spare parts, books, durable consumer goods, other consumer goods,
capital goods, motor cars, motor vehicles and trucks. Within each group the
financial obligations are to be further classified in order of expected .shipment date
as follows: a) within three months, b) over three months but within six months, c)
over six months and within 12 months, and d) over 12 months.

The circulars also indicate that existing forms M and Letters of Credit should not be
extended or amended without prior approval of The Central Bank. The circulars state
that the inventories of financial obligations should be reported to The Central Bank
no later than Tuesday, March 30. They indicate that after the above information is
evaluated new instructions will be issued by The Central Bank.
