TECHNICAL OFFICE


Notice of Foreign Proposals Concerning Standards in Agriculture. As required
of all signatories to the GATT Standards Code, the following notifications of
foreign proposed standards-related rules have been provided for the
information and comment of interested agencies and firms. The Technical
Office invites inquiries from anyone who believes that any of the proposed
regulations notified under this heading could cause a trade problem. From
time to time we also receive information through our embassies in foreign
countries, as is the case this week. Request for copies or questions can be
referred to Carolyn Fillmore kilson, USDA Technical Office, Building 1072
BARC East, Beltsville, MD. 20705; or telephone (301) 344-2651. After
reviewing a particular proposal, anyone interested in commenting on it should
include the TBT Notification Number in their communication.

European Communities The Technical Office recently received a copy of an EC
Directive dated September 12, 1985. The Directive is a 33 page definitive
list of feed additives allowed by the EC, along with essential information on
each additive. The charts include chemical formula, animal type, age, feed
additive level allowed, etc.









Japan The Technical Office received a cable which details the Japanese
Ministry of Health and Welfare's (MHW) program to certify foreign laboratories
to test foods for export to Japan. MHW certifies foreign laboratories to test
foods and beverages for export to Japan for compliance with Japan's Food
Sanitation Law. U.S. products will not need to be retested upon arrival in
Japan, if the shipment is accompanied by an analytical certificate from a
laboratory that has been certified by MHW. The incoming cable provides
details on what products can be tested, how tests should be conducted, and how
U.S. suppliers should work with their Japanese importer to get testing done in
the United States. At present two U.S. laboratories have been certified by
MHW; the laboratory of the Oregon Department of Agriculture, and Balin
Laboratories, Inc., in Phoenix, Arizona.

Lebanon We have an English translation of Lebanon's canned and preserved
food laws including their labeling, testing, and the agencies responsible for
their clearance which we would be happy to share with interested exporters.

Singapore The Environment Ministry of Singapore has amended the 1974 Food
Regulations to require that food manufacturers identify the coloring matter
Tartrazine (FD&C Yellow No. 5) on the label of any food by indicating its
specific name. Tartrazine is used to give yellow color to food. Although
approved by the World Health Organization, the additive is known to cause
allergic reaction in some people. Effective October 4, 1985, Tartrazine must
be identified as Tartrazine (Code E 102), Tartrazine (Code 102), or Tartrazine
(Code FD&C Yellow No. 5).
