Foreign Trade Developments


Suspension of Label Clearance Program. Due to reduced staff, it is necessary for FAS
to suspend the Label Clearance Program. Labels already submitted and being processed
will be cleared and the companies advised. However, no new labels will be accepted
for processing until further notice. However, labels for new-to-market items for
participants in FAS-sponsored events overseas, will continue to be processed as in
the past.

Japanese approval of calcium caseinate. The Japanese Ministry of Health and Welfare
is now approving imported food products with calcium caseinate with no restrictions
on usage either as a food ingredient or an additive. This is a preliminary decision
pending further review by the Food Sanitation Investigation Council.

Food Labeling requirements in Egypt being enforced. Egyptian authorities are
increasing their enforcement of existing food labeling regulations, which in the past
have not been strictly enforced. The Minister of Supply and Home Trade has announced
that all imported packaged or canned items not conforming to Egyptian labeling
requirements will not be cleared from customs. Violators (Egyptian importers,
customs officials, etc) will be jailed for 6-24 months and fined from $595 to
$1,190. Although labeling requirements differ from one product to another, in
general each food consignment must be accompanied by a certificate of analysis,
health certificate, and a certificate indicating that the product is used in the
country of origin for human consumption.

UAE Food labelling laws being enforced. A dozen major supermarkets in Dubai were
shut down for several days this November because the cans and bottles on the shelves
did not have the proper dates of manufacture and expiration on the labels. The action
by the Dubai municipality health authorities was precipitated by a spot investigation
of a major supermarket where the inspector found an employee moving expired tabs of
butter into new boxes with unexpired dates. Fines up to $15,000 and jail terms are
being handed out, bringing the Dubai regulations into closer line with those being
enforced in Abu Dhabi. A label reading "Better to use before..." is unacceptable to
local authorities, who are insisting on date of manufacture and expiration.
