Foreign Trade Developments

Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, the following notifications of foreign
proposed standards-related rules has been provided for the information and comment of
interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could

Finland. The Finland Ministry of Social Affairs and Health has proposed a resolution
of the Council of State concerning maximum amounts for harmful compounds of
commercial tobacco products and classification of factory-made cigarettes. The
solution also gives a list of standard measurement methods .for determining this
maximum amount.

Third Annual Agri Energy Roundtable Set for Geneva, May 23-26

The third annual Agri-Energy Roundtable conference will convene in Geneva,
Switzerland, May 23-26. This year's theme: Food/Energy Security: Managing the New
Agribusiness Technologies will feature plenary sessions and workshops on a wide range
of subjects related to agriculture and energy-efficient food processing. High level
representatives from business and governments and international organizations will
participate. Particularly strong representation is anticipated from Saudi Arabia and
other energy-surplus, food deficit countries which are interested in rapid expansion
of food production. Case studies and workshops will focus on arid and tropical
agriculture, livestock management, new technologies such as biogenetics, hydroponics
and aquaculture, energy-efficiency and use of waste in agri-energy production,









training and market profiles for key agribusiness production, training and market
profiles for key agribusiness countries.

Conference faculty and speakers include Hon. Jennings Randolph (D.West Va.), Hon.
Paul Findley (R-Ill.), H.E. Abdulrahman Abdulaziz al-Sheikh, Minister of Agriculture

Western Governors' Conference on International Trade

You are invited to attend-the 1982 Western Governors' Conference on International

1982 Principal Italian Trade Fairs

The Office of the Agricultural Counselor in Rome has provided a list of International
and National Trade Fairs to be held in Italy during 1982 including the location,
dates, official name and subject matter. -Items of interest range from livestock,
feeds, seeds, equipment, wines and finished products. A copy of the list may be
obtained by writing to the Foreign Agricultural Service, Export Promotion Division,

In-Store Promotion Taiwan: The U.S. Agricultural Officer in Taipei has advised
that the Far Eastern Department Stores, Ltd. (FEDS) and the American Institute in
Taiwan (AIT) will cooperate in a one-month in-store promotion beginning August 14,
1982 in the FEDS seven stores. FEDS is believed to be the largest retailer of U.S
consumer foods in Taiwan. The store is prepared to purchase a number of new U.S.
food items. In addition to any new food items, the U.S. Agricultural Officer in
Taipei believes products of opportunity for this event should include: cake mixes,
pancake mix, canned blueberries and other canned fruit, sunflower seeds, popcorn,
grapefruit juice and other fruit juices, frozen french fries, U.S. beef, nuts
including pistachios, almonds, walnuts, filberts, macadamias, and mixed nuts in cans,
bags, roasted, shelled or in-shell and a wide range of fresh fruit and vegetables.

FEDS has asked that U.S. food manufacturers, suppliers and exporters be immediately
notified of this promotion effort and be asked to send product information labels and

Trade Leads now available on AGNET

The Foreign Agricultural Service (FAS) is pleased to report that trade leads are now
being disseminated via a computer system called AGNET. The trade leads which are
contained in Export Briefs are transmitted daily to this computer system, which is
managed by The University of Nebraska. After a period of 90 days we will invite user
feedback to assess the usefulness of this approach.

While we will be continuing our publication of Export Briefs, AGNET enables firms to
receive trade leads on a much more timely basis. The lag between the time trade
leads are received from our overseas staff and the time they come to your attention
has long been a concern of FAS's. Now there will be an alternative to the mail
system.

AGNET is a unique information delivery network designed to be used by people with no
previous knowledge of computers. Besides timely information for keeping up to date
on market conditions, etc., it can also assist users in problem solving of
agricultural management questions and can be used as an electronic mail box.

The cost to use AGNET is: (a) Equipment costs. The portable computer terminals which
"talk" to the central computer in Nebraska range in price from $1,000 to $3,000. A
number of firms likely have such a terminal already. (b) Computer charges. The cost
of acessing one trade lead is around $1.00, less if more leads are accessed per entry
to the system. All leads transmitted within the past five days are available. Leads
can be accessed on a commodity basis if desired. (c) Telephone charges. Any regular
telephone can be used to access AGNET. The cost of the long distance call will
depend on your location and the time of day the call is placed.
