Foreign Trade Developments

1984 IKOFA Trade Show

USDA has received an invitation from Munchener Messe- und Ausstellungsgesellschaft
mbH to exhibit at the upcoming IKOFA '84 to be held in Munich during September 21-26,
1984. Although USDA will not be officially exhibiting at this show, as in previous
years, U.S. firms, state and regional groups may be interested. If so, these
firms/groups must notify the fair authorities by March 31, 1984. They should contact

Notice of Foreign Proposals Concerning Standards in Agriculture. As
required of all signatories to the GATT Standards Code, the following
notifications of foreign proposed standards-related rules have been provided
for the information and comment of interested agencies and firms. The
Technical Office invites inquiries from anyone who believes that any of the
proposed regulations notified under this heading could cause a trade
problem. Questions can be referred to Thomas O'Connell, USOA Technical
Office, Room 5530, South Agriculture Building, Washington, D.C. 20250; or
phone (202) 382-1318. Anyone interested in commenting on the proposals
should include the TBT Notification Number in their communication.

Finland TBT Notification 83.100 The Finnish Technical Inspectorate has
proposed a directive concerning valves of beer containers (product covered -
valves of metal containers). The proposal prohibits the use of such valves
in beer containers, where the ascending tube is a1tached to a low groove
using a lock ring in such a way that if the lock iing gets loose the
ascending tube flies away. The objective and rationale for this proposal is
safety. Final date for comments is June 20, 1983.

Japan Additional information on TBT Notification 83.67 which appeared in
the May 9, 1983 edition of Export Briefs We have recently been informed of
the following:

Aspartame will be allowed for use in all foods as a replacement for sugar.
There are no tolerance restrictions for Aspartame.

Titanium Dioxide will be allowed for use as white base layer for other
colors which are allowed for use in foods in Japan provided that Titanium
Dioxioe complies with the usage restrictions as stated Not permitted for
use in following foods: beans, fresh fish (including fresh whale meat) and
fresh shellfish, fish "Tsukemono" (pickled fish), "Kinako" (roasted soy bean
flour). "Kobu" and "Wakame: (both laminariales), meat, meat "Tsukemono,"
marmalades, "Miso" (soy bean paste), noodles (including wonton), "Nori"
(porphyra), soy sauce, spongecakes (including "Castella" and other types),
tea, fresh vegetables, and whale meat "Tsukemono."

The Japanese Ministry of Health and Welfare has also advised that approval
of two additional food additives has been recommended. These are
(A) Ethylenediamine Tetraacetic Acid (EDTA), Calcium Disodium Salt and
(B) Ethylenediamine Tetraacetic Acid (EDTA), Disodium Dihydrogen salt.
EDTA, Calcium Disodium Salt and EDTA, Disodium Dihydrogen Salt will be
allowed for use only in canned and/or bottled products with maximum
tolerance of 250 PPM as residual EDTA, Calcium Disodium Salt when used alone
or in combination except in soft drinks for which the maximum tolerance will
be 35 PPM. These additives will not be allowed for use in powdered soft

Implementation date for these two items and the food additives in
TBT Notification 83.67 will be announced by Japan's Ministry of Health and
Welfare in late July or early August.


Japan Action on Standards and Certification Systems On May 18, 1983 the
Upper House of the Japanese Diet approved a oill to revise 16 Japanese
standards and certification laws. This completes legislative action on the
measure, which will take effect in three months. When implemented
(implementing regulations are to be drawn up over the next 90 days) the
revised laws should provide foreign suppliers with treatment equivalent to
that provided Japanese suppliers with respect to standards and certification
procedures applied to goods.

The following are some examples of additional benefits we expect for U.S.
exporters of agricultural goods: greater use by Japan of international
standards for food additives; Japanese acceptance of test data generated in
the U.S. for approval of food additives; improved input for U.S. firms into
the standards-making process in Japanese regulatory agencies.

over the next three months and encourage U.S. exporters to move to take
advantage of the opportunities made available by these changes.
