Increased beef quotas for Switzerland. The U.S. allotted share of the new
annual 2,000 mt beef quota negotiated in the MTN is 700 mt, an increase from
the original 300 mt quota for chilled beef to restaurants and hotels. The
total quota will be administered by the Swiss Association for Meat and
Livestock Supply through an import licensing system. Licenses will be issued
bi-weekly with the amounts determined as that necessary to maintain a
predetermined domestic target price per kilogram live weight to farmers. In
no event, however, will total annual imports be less than the 2,000 mt quota
which in effect becomes a floor or minimum rather than an absolute quota.
Switzerland is currently importing between 150 to 250 mt in a two-week period.
Thus, under the Swiss import system U.S. exporters could, depending on economic
conditions and aggressive marketing, export considerably more than the 700 mt
quota allotted to the United States.

U.K. export certification of U.S. plants. The British Ministry of Agriculture
Fisheries and Food (MAFF) has advised the Meat and Poultry Inspection Service
of Food Safety and Quality Service (FSQS), USDA, of new requirements necessary
for meat plants to be certified for export to the United Kingdom. Specifically,
the cleaning of the paunch and intestines must be carried out in a separate
room. FSQS has forwarded to the British Ministry a list of U.S. plants they
feel are in compliance with the regulations. We now understand that on March 1,
1980, plants not on this list will not be eligible to export to the U.K. To
determine if a plant is on the eligibility list contact the local meat inspector
or the FSQS regional office. FAS strongly recommends that U.S. plants not on
the proposed eligibility list, ship their products destined for the U.K. to
arrive before March 1 to ensure entry into the country.

Quotas for Brazil livestock exposition. The Esteio Board has announced quotas
for foreign animals at the Fifth International Esteio Exposition, August 31 -
September 7,1980, Porto Alegre, Rio Grande Do Sul. A total of 544 animals will
be permitted in this the largest livestock show in Brazil. Swine will be
exhibited for the first time in several years. The U.S. quotas include 6 Angus,
10 Holstein, 6 Devon, 10 Santa Gertrudis, 5 Charolais, 8 Hereford, 4 Quarter
Horses, and swine, 10 each of Duroc, Landrace and Large White. For additional
