Foreign Trade Developments

Syria Relaxes Grain Import Requirements. The Director General of Syria's General
Organization for Fodder (Dr. Abdul Karim Eido) has expressed interest in establishing
direct contacts with U.S. grain trade and to seek their direct participation in
Syrian coarse grain/soybean meal tenders. Syria expects to import about 500,000 tons
of coarse grains this year and over 700,000 tons in 1980. Dr. Eido has reaffirmed
his willingness to waive the customary 2 percent bid bond (but not the 5 percent
performance bond for successful bidder) for recognized U.S. grain firms.

Two changes have been made in the provisions of Letters of Credit. "1. Goods may
