Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, the following notifications of foreign
proposed standards-related rules have been provided for the information and comment
of interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could
cause a trade problem. From time to time we also receive information through our
embassies in foreign countries, as is the case this week. Request for copies or
questions can be referred to Carolyn Fillmore kilson, USDA Technical Office, Building
1070 BARC East, Beltsville, MD. 20706; or telephone (301) 344-2651. Anyone
interested in commenting on the proposals should include the TBT Notification Number
in their communication.
EC TBT Notification 85.67. The Commission of the European Economic Community has
announced a proposal (product covered modified starches) for a council directive on
the laws of member states relating to modified starches intended for human
consumption. The proposal comprises a positive list of starches that may be used in
foodstuffs. It includes the specifications of the allowable starches that have been
modified by chemical treatments. The commission proposes to use reference letters to
identify these starches. It also proposes labeling of these starches, a prior
authorization clause and a safeguard clause currently used in foodstuff legislation.
The objective and rationale for the proposal is consumer protection. Final date for
comments on the proposal is June 17, 1985.
EC TBT Notification 85.68. The Commission of the European Economic Community has
announced a proposal (product covered quick frozen foodstuffs) for a council
directive on the approximation of the laws of the member states relating to
quick-frozen foodstuffs for human consumption. This horizontal legislation covers
the entire cold chain at all the various stages such as manufacture, storage,
transport, distribution, and retail sale. The objective and rationale for the
proposal is to establish community legislation on quick-frozen foodstuffs. Final
date for comments is June 17, 1985.
EC TBT Notification 85.69. The Commission of the European Economic Communities has
announced a proposal (product covered infant formula and follow up milks) for a
specific directive laying down the essential composition of these products, the
substances with a specific nutritional purpose and the additives that may be used in
their manufacture. Also included are labelling provisions, some of which extend to
cover advertising. The objective and rationale for the proposal is to assure
nutritional quality of these products and facilitate trade within the community.
Final date for comments is June 17, 1985.
United Kingdom. The Ministry of Agriculture, Fisheries and Food (MAFF) has announced
issuance of draft guidelines for voluntary full nutrition labelling of foods. These
guidelines deal with: the amount of information to be given on labels; recommended
groupings of nutritional constituents; the units of measurement to be used; and the
placng, heading, and layout of labels. MAFF will be accepting comments on the draft
guidelines until June 1, 1985.
