Foreign Trade Developments
Notice of Foreign Proposals Concerning Standards in Agriculture. As
required of all signatories to the GATT Standards Code, this notification
of foreign proposed standards-related rules has been provided for the
information and comment of interested agencies and firms. The Technical
Office invites inquiries from anyone who believes that any of the
proposedregulations notified under this heading could cause a trade

New Zealand. The New Zealand Food Standards Committee has proposed an
Amendment to the New Zealand Food and Drug Regulation No. 222(3) which
states: "Pure" or "Natural" or words of similar meaning, mean a single
ingredient food to which no additives or nutrients have been added and the
food is substantially free from incident constituents. Such food shall
only have undergone minimal processing after harvest or slaughter,
including (a) the removal of inedible substances; (b) the application of
physical processed (e.g., cutting, grinding, drying, pulping or
concentration) which change only the form of the food; and (c) physical
processing necessary to make the food edible for safe human consumption, or
to preserve it. The word "pure" or "natural" or words of similar meaning
are not to be used as an adjective in the list of ingredients. Where a
food is derived from different named varieties of the same food then the
word "pure" may be applied. For example, the juices of oranges and
tangelos may be combined and called "pure orange juice". However, a
mixture of different fruit juices (eg. orange & apple) may not be called
"pure" fruit juice.
New Zealand. The New Zealand Food Standard Committee has proposed draft
standards for a number of processed fruit and vegetable products including
fruit juice and fruit nectars. (Canned vegetables standards were proposed
in 1979.) The proposed standards are based on relevant Codex Alimentarius
standards, but have been much simplified (have less detailed provisions).
