Foreign Trade Developments

Notice of Foreign Proposals Concerning Standards in Agriculture. As
required of all signatories to the GATT Standards Code, this notification
of foreign proposed standards-related rules has been provided for the
information and comment of interested agencies and firms. The Technical
Office invites inquiries from anyone who believes that any of the proposed
regulations notified under this heading could cause a trade problem.

Spain (Iranor). The Spanish Government has proposed test methods for wine
vinegars in determining acetic acid, total sulphur dioxide, free sulphur
dioxide and methyl alcohol.
New Zealand. The New Zealand Department of Health has proposed Food Act
No. 158-1 which will replace "food" provisions of the Food and Drug Act of
1969 and provides for a system to regulate the sale, storage, transport,
packing, labeling, importation, sampling and analysis of food sold in New
Zealand.

The 7th EXPO NIGERIA will be held in Lagos, March 23-26, 1982. The
exposition will be designed for companies investing in Nigeria and to
reflect the requirements of that market. The government of Nigeria is said
to be encouraging joint ventures by tax and customs exoneration, the easing
of rules for participation of foreign capital, and the guarantee of profit

Recently there have been several commercial shipments of U.S. beef to Japan
without proper documents or incomplete certification. The Japanese
Ministry of Agriculture Fisheries and Forestry has held these shipments
pending an official cable from the USDA providing the missing information.

This courtesy may be stopped at any time and shipments lacking complete
documentation may be refused entry by the Japanese.

All exporters, forwarders and MPI personnel should be certain that
documents are completed in accordance with all Japanese requirements.
