Foreign Trade Developments

Guatemala Livestock Show Rescheduled. Government officials in Guatemala have
reconsidered the decision to cancel the subject show, as announced in Issue No. 1,
1983. It is now scheduled for April 16-23, 1983 and FAS will sponsor an exhibit at
the show through our Agricultural Attache assigned in Guatemla.











A Food and Agricultural Products Workshop will be held Feb. 24, 1983 at the
International Trade Mart in New Orleans, Louisiana fro 8:30 am to 4 pm. This
workshop is sponsored by the Foreignr Aricultural Service, Southern United States
Trade Association, Loutstana Department of Agriculture, International Trade
Administration, U.S. epa~rtmet of Commerce and the New Orleans International Trade
Mart. There will be a registration fee of $25 that includes lunch at the Plimsall
Club, International Trade Mart. Th program will include presentations on evaluation
of European, Caribbean, ]Latin America alnd the Japanese markets. Other subjects on
the agenda include financing and transportation of exports. The luncheon speaker
will be Bob Odum, Louisiana Commissioner of Agriculture speaking on market potential

Norway TBT Notification No. 83.17 The Norwegian Ministry of Health, and Social
Affairs has proposed amendments to the regulations on labeling of cigarette packages,
smoking tobacco, etc. The proposed amndments extend the existing regulations on
labelling of tobacco products, i~e. the health armmnin shall be issued in twelve
different alternative texts which must be put on cigarette packages, evenly
distributed in time, geographically and among the various brands. Furthermore, the
contents of nicotine, tar and carbon monoxide must be declared. The objective and
rationale for this proposal is humn health. Final date for comments is March 15,
1983.

Philippines TBT Notification No. 83.18 The Philippine Products Standards Agency,
Ministry of Trade and Industry, has proposed a standard specification for calcium
superphosphate, fertilizer grade. The draft specifies the phsical and chemical
requirements, sampling, testing, packaging and marking for calcium superphosphate,
fertilizer grade. The objective and rationale for this proposal is consumr
protection. Final date for comments is March 31, 1983.

Philippines TBT Notification No. 83.19 The Philippines Product Standards Agency,
Ministry of Trade and Industry, has proposed a standard specification for triple
superphosphate, fertilizer grade. The draft specifies the physical and chemical
requirements, sampling, testing, packaging and marking for triple superphosphate,

Ministry of Health, has proposed guidelines for the open-date marking of dried dairy
milk powder. The guidelines cover the open-date marking of dried dairy milk products
- whole milk, skimmed milk and filled milk powder for direct consumtion that are
relatively stable under ambient conditions. All products covered by the guidelines
shall prominently indicate in their labels a "best before" date at which time any of
the specified limits for a particular product is expected to be reached. The
objective~ and rationale for the proposal is public safety and consumer protection.~
Final date for comments is February 28, 1983.

C-enriched liquid fruit drinks which have been processed to enable storage at ambient

their label a "best before" date, at which time the specified limit is expected to be

protection. Final date for comments is February 28, 1983.

Ministry of H~ealth, has proposed guidelines for the open-date marking of -infant
food. The open-date marking guidelines apply to infant food in powdered form (also
referred to as infant formulla) intended for use, where necessary, as a substitute for
human milk in meeting the normal nutritional requirements of infants. All products
covered by the guidelines shall prominently indicate in their label package a "best
before" date, at which time the specified limit is expected to be reached. The
objective and rationale for this proposal is public safety and consumer protection.
Final date for comments is February 28, 1983.

Philippines TBT Notification No. 83.23 The Philippines Bureau of Food and Drug,
Ministry of Health, has proposed guidelines for the open-date marking of liquid milk
products, pursuant to Administrative! Order No. 16 S. 1979. This guideline covers the
open-date marking of milk products that are relatively stable under ambient
conditions. All products covered by this guideline should prominently indicate in
their labels a "best before" date, at which time any of the specified limits for a
particular product is expected to be reached. The objective and rationale for this
proposal is public safety and consumer protection. Final date for comments is
February 28, 1983.

Philippines TBT Notification No. 83.24 The Philippines Bureau of Food and Drug,
Ministry of Health, has proposed guidelines for open-date marking of pre-packaged
food. The guideline was promulgated for the implementation of open-date marking
regulation, defining the two (2) types of date marking which are the "consume before"
and "best before" date marking format and the presentation of date marking on food
packages. The objective and rationale is public safety and consumer protection.
