Foreign Market Development

Expo Carrefour Afrique Exhibition in Dakar, Senegal. The first International Food
and Nutrition Exhibition in Africa will be held October 12-17, 1983 in Dakar,
Senegal. Organized by EXCAF (Expo Carrefour Afrique), the exhibition is oriented
towards food manufacturers and food distributors. Principal exhibits will be food

Notice of Foreign Proposals Concerning Standards in Agriculture. As required of all
signatories to the GATT Standards Code, thefollowing~ notifications of foreign
proposed standards-related rules have been provided for the information and comment
of interested agencies and firms. The Technical Office invites inquiries from anyone
who believes that any of the proposed regulations notified under this heading could
cause a trade problem. Questions can be referred to Thomas O'Connell, USDA Technical

(202) 382-1318. Anyone interested in commenting on the proposals should include the
TBT Notification Number in their communication.

Federal Republic of Germany TBT Notification 83.73 The Federal Ministry of iFood,
Agriculture and Forestry has proposed a regulation concerning the importation and
transit of fresh water fish of the species: trout (salmo trutta), truttaceous fish
(salmonda),cap cyriu carpio), tench tincaa tinca), silberkarpfen
(ctenopharyngodon idella), pike (esocidae) and silurid (siluridae) requires
authorization under the law relating teepizootic diseases or is possible on
presentation of a particular health certificate issued b~y the country of origin. The
objective and rationale is to prevent the introduction and propagation of the most
important epizootic diseases in fish (IPN, VHS, SVC). Final date for comments is
June 25, 1983.









Japan TBT Notifications The Japanese Ministry of Health and Welfare and the
Japanese Mi-nistry of Agriculture, Foresty and Fisheries have recently issued five TBT
Noti fications (see below). Th following statement was made concerning the objective
and rationale and the comment period for all of these notifications: Since the
purpose of the Japanese changes is "to proceed further with the opening of the
Japanese market by ensuring in term of legal systems that there be no discrimination
between nationals and non-nationals in certification procedures," Japan has decided
to present the legislation promptly to the current session of the Diet with no
comment period.

Japan TBT Notifi'cation 83.84 Th Japanese Ministry of Agriculture, Forestry and
Fisheries has proposed the following amendment to the fertilizer control law (product
covered ordinary fertilizer) concerning registration or provisional registration of
fertilizer produced outside Japan: (1) The foreign manufacturers who produce
ordinary fertilizer to be exported to Japan will be able to get the registration or
provisional registration from the Minister of Agriculture, Forestry and Fisheries.
(2) Manufacturers who wish to get the registration or provisional registration
according t (1) will be required to designate an agent in Japan. (3) Manufacturers
who have obtained registration or provisional registration according to (1) will be
subject to the sam obligations as domestic manufacturers. Agents in Japan will be
subject to obligations such as keeping of records.

Japan TBT Notification 83.86 The Japanese Ministry of Agriculture, Forestry and
Fisheries has proposed the following amendment to the agricultural chemical
regulation law (product covered agricultural chemicals) concerning registration of
foreign made agrcltu7~ral chemicals~T~nc: () hsewo anfctr or process
agricultural chemicals for the purpose of export and sale in Japan will be able to
obtain the registration from the Minister of Agriculture, Forestry and Fisheries.
(2) Those wh wish to obtain the registration mentioned in (1) above will be
requested to designate an agent who has an address in Japan. (3) The sam
obligations imposed for domestic manufacturers will be imposed on those who obtained
the registration mentioned in (1 ) above. Agents in Japan will be subject to
obligations such as keeping of records.

Japan TBT Notification 83.87 The Japanese Ministry of Agriculture, Forestry and
Fisheries has proposed t~he -following amendment to the law concerning the approval
system for safety assurance and quality improvement of feed (product covered -
formula feeds, etc.): (1) Approval will be given by the Minister of Agriculture,
Forestry and Fisheries to the testing organization -- should an organization of the
Ministry of Agriculture, Forestry and Fisheries or a testing organization designated
by the Ministry deem it necessary for the smooth implementation of the test of feed
under the official standard -- for the foreign manufacturer of the product to carry
out the sampling and place the certification mark on the product with prior approval
of the Minister of Agriculture, Forestry and Fisheries, provided that the judgment of
whether the said product meets the official standard and other related work is done
b~y the Ministry or the designated testing organization. (2) A foreign manufacturer
of a product qualified for a certification mark shall be permitted to indicate said
mark on the product, as necessary, prior to the test, when permitted to do so by the
Minister of Agriculture, Forestr~y and Fisheries.

Japan TBT Notification 83.88 The Japanese Ministry of Agriculture, Forestry and
Fisheries has proposed the following amendment to the (JAS) law concerning
standardization and proper labelling of agricultural and forestry products (product
covered beverages, foodstuffs, fats and oils and forestry products): (1) Approval









will be given by the Minister of Agriculture, Forestry and Fisheries to the grading
organization -- should an organization of the Ministry of Agriculture, Forestry and
Fisheries, or a registered grading organization deem it necessary for the smooth
implementation of the grading -- for the foreign manufacturer of the product to carry
out the sampling and place the grading indication on the product with the prior
approval of the Minister of Agriculture, Forestry and Fisheries, provided that the
judgement of whether the said product meets the Japanese agricultural standard and
other related work is done by the Ministry or the registered grading organization.
(2) A foreign manufacturer of a product qualified for a grading indication shall be
permitted to indicate said grading mark on the product, as necessary, prior to the
grading, when permitted to do so by the Minister of Agriculture, Forestry and
Fisheries.

Japan TBT Notification 83.89 The Japanese Ministry of Health and Welfare has
proposed the following amendment to the nutrition improvement law (product covered -
enriched foods and foods for special dietay use):
(1 hse who wish to affix the mark of enriched foods and foods for special dietary
use in foreign countries will be able to obtain approval from the Minister of Health
and Welfare. (2) Those who import foods to which the mark of enriched foods and
foods for special dietary use is attached without permit or approval are required to
obtain permit of the Minister of Health and Welfare.
