Israel's Most Sensitive Issue
Open debate on a pilot plan for the resettlement of
me of the Arab refugees living in the territories occu;
:n 1967 is expected shortly in Israel where the subject
reen discussed intensively since that time, but in private.
Obviously, this is an issue which is one o: the most
sensit.ve Israeli leaders have to face. If anything has
g ven strength to Arab propaganda it is the refugee pro-
-em, for only the sophisticated recognize the callous and
in.numane role of the Arab leaders in using their kinsmen
cs crude political pawns.
We cannot disagree with Premier Golda Meir in her
v:ew, expressed to the central committee cf the Labor
-r::r1y. that it would be mad to give refugees the optic:, ci
-rning to destroy Israel from within. But she ;s willing
: support a plan which would, on a small s'-ale provl
c-. example for the solution of the problem.
For Israel to take the initiative now even on the bi
scale recommended by Mrs. Meir. wou'.J be at sus
s! to her posture of seeking a pe-

nsicence than the Jews who have helped themselves so
m.ficently. We who have known suffering should never
'ose sight of thct fact no matter what the provocation.
A Good Beginning
Greater Miami Jewish Federation's sponsorship of a
DM chaplaincy program :s a worthy effort which has
r- a long time coming. Although insuff.cient funds was
z::er. ~ited as the reason for delay, it was more likely the
.-tence of the Jewish con:- vhole to
e clearly the new pastoral role of the rabbi which
held the program back.
Most of the mcjor hospitals in the area are eervi
full-time ministers and priests who, to their credit,
draw little religious distinction in offering comfort to those
d of it. The lack of such service for Jewish patients
rot affiliated with a synagogue, however, created many
problems and ofton hostility toward the Jewish community
lor neglecting the sick or bereaved. One full-time chaplain
cannot possibly meet all the needs but at least a good
beginning has been made.
In addition to the hospitals, Chaplain Solomon Srhiff
reaches out into other areas where spiritual sustenance is
rcguired. such as the jails, military stockades and Sunland
Training Center. Here is another illustration of the good

The vitality of B'nai B'rith is always a source of won-
derment when one realizes the age of this active Jewish
c:can.zat.on. This weekend. District Grand Lcdqe No. 5
U open its 102nd annual convention in Miami Beach.
We extend the hand of welcome to the delegates to this
ion from Georgia South Carolina. North Carolina
Virginia. Maryland, the District cf Columbia and. of COU1
- lorida. the group of states comprising the district.
With the election of Miami Beach City Councilman
m as president of District No. 5 -an hor.or
wmch other Miamians have held in the past this century-
cid conclave will have added significance. We congratu-
late District No. 5 for its wisdom and Paul Seiderman for
his achievement.
Also meeting in Miami Beach this weekend will be
delegates to the annual convention of the Jewish V
Veterans, Department of Florida. The agenda promises
another valuable contribution to the discussion of Jewish
problems, both in this country and abroad. As we 1
so many times in the past, we again welcome the JV
and extend our community's best wishes for a successful
meeting.

requests of the sick and convalescent entering nursing homes.
Professional standards of management, medicine and social
work have kept pace with South Florida's population explosion.
Gerontology, the overall study of the aged, and geriatrics, the
medical specialty which deals with the aged, have provided a
steady stream of new information for the alert managements of
this area's convalescent homes.
Medicare's provisions enable individuals to receive up to
100 days care in an extended facility. The first 20 days which
must follow at least three days' stay in a hospital are free of
any charge to a patient. A nominal charge of $5 a day is made
for additional days, up to a maximum of 80 days Various forms
of complimentary insurance coverage now enable many per-
sons to receive reimbursement for even the $5 additional
fee.
