Pursuant to the authority of sections n
203 and 205 of the Agricultural Market-
ing Act of 1946, as amended (7 U.S.C.
1622, 1624), the provisions of 7 CFR 53.29 t
(a) prescribing fees in connection with I
the performance of Federal meat grading o
services are hereby amended by chang- u
ing the phrase "$7.20 per hour" to "$7.40 h
per hour."
The Agricultural Marketing Act of
1946 provides for the collection of fees
equal as nearly as may be to the cost
of the services, such as Federal meat d
grading services, rendered under its pro-
visions. The act of August 14, 1964
(Public Law 88-426), has required in-
creases in the salaries paid to Federal
employees engaged in the performance of [

een determined that in order to cover
he increased costs of the services due
o these salary changes, the hourly fee
charges in connection with the perform-
nce of the services must be increased
s soon as practicable as provided for
erein. The need for the increase and
he amount thereof are dependent upon
acts within the knowledge of the Agri-
ultural Marketing Service. Therefore,
under section 4 of the Administrative
Procedure Act (5 U.S.C. 1003), it is found
hat notice and other public procedure
iith respect to this amendment are im-
racticable and unnecessary and good
cause is found for making the amend-
nent effective less than 30 days after its
publication in the FEDERAL REGISTER.
This amendment shall become effec-
ive August 31, 1964, with respect to all
federall meat grading services rendered
n and after that date, including service
under weekly grading contracts whether
heretofore or hereafter made.
