Dear Van:-

referring to my talk with you regarding
drainage of the wverglades which will be considered at
Tallahasaee when the Legislature convenes.

The writer has just had a casual talk with
Senator Overstreut on the subject. ioc one knows the
plun of campaign or jtst what scheme will be embodied
in a bill that will be introduced, to be enacted into
a law except those who are behind the matter. You know
a small body of scheming minds with a out-and-dried plan
that contains a joker, can put it over before anyone
can wake up to what is going on. There is only one way
to offset a scheme of this kind and that is to have some-
one on guard to scan every measure that is introduced
from any source under suspicion.

If you have not done so, would suggest that you
talk over matters with Senator Overstreet and put him wise
on what you think is contemplated, with a good plan to
offset it if it is not the right thing to do.
