An American Jew Looks Upon Birobidjan

Birobidjan is on' the map. It is in the Far East, near
Khabarovsk, on the Amur, between the rivers Biro and
Bidjan; hence its name. Cities dot the region. Seventeen
years ago they were not there, neither the cities nor the name.
It was taiga, wilderness, jungle; uncultivated, uninhabited,
undeveloped; primeval forests of huge trees, mineral deposits
untouched, marshes and swamp lands swarming with %nos-
quitoes. It was set aside by the Soviet government to become
Jewish territory for those who wished to make it so. A tract
of land as large as Belgium and Holland. There were Jews
who accepted the opportunity and made it so.
Today it is a flourishing region with fast growing cities.
The land cleared for agriculture-wheat, soya, rice; manu-
factures of lumber and textiles, honey from wild flowers, and
fish from the Amur; cultural institutions-schools, colleges,
academies; Yiddish the official language.
It was established as a result of the solution of the nation-
alities problem of the Soviet Union-all peoples of the USSR
possessed contiguous territory, the Jews did not. The Soviet
government granted this section to the Jews in.its process
of helping all nationalities develop their heritage, their pres-
tige, and their national culture.
Today it is a haven for thousands of Jewish refugee war


orphans. We Americans are interested in gathering together
these unfortunate waifs of suffering Jewry who have been
saved by the Red Army from the scourge of Hitlerism.
Birobidjan is in a position to build homes for them, care for
them, and return them to a life of normalcy.
How shall we, American Jews, look upon this enter-
prise? The least we can do is to aid in the rehabilitation of
the orphans Birobidjan is taking in; the least we can do is to
contribute toward their physical, mental and cultural bring-
ing up.
America, too, in its early stages, went through a process
of pioneering. A wilderness confronted the early settlers;
out of this wilderness emerged these United States. We, the
Jews, are a part of this tremendous symphony of peoples
that came from all parts of the globe, contributing to the
country's growth, each according to his talent, striving to
derive from it the realization of "life, liberty, and the pursuit
of happiness."
It is our duty to help our brothers and sisters-pioneers in
Birobidjan, and our people in need wherever they may be.
Birobidjan is an important Jewish Autonomous Region
in U.S.S.R. It is on the map. American Jews, recognize it
and greet it!


BIROBIDJAN (C
POPULATION: In the 11 years of its existence the
Jewish Autonomous Region has attracted Jews from all
over the world. Tens of thousands of settlers have come
here not only from different parts of the Soviet Union but
,also from many other countries. The Jews of Birobidjan
have become industrial workers, farmers, cattle breeders,
beekeepers, men of science, technicians and cultural leaders.
In 1939, according to the official census, the population
of Birobidjan reached 109,000. Because of the war, no
further data on the population had been available. However,
judging by the enormous contribution by the Region and
individual citizens of Birobidjan toward the Soviet war
effort as well as the official report of M. Zilberstein, Presi-
dent of the Administration of Birobidjan, on the occasion
of the tenth anniversary of the Region, the growth of the
population in Birobidjan may be estimated as double of
that given in 1939.
The rich natural resources in an area like Birobidjan
which can be so well served by railroad and water transpor-
tation facilities, make possible the settlement of millions of
'people.
CULTURE: The Region has a wide network of educa-
tional establishments including meteorological, pedagogical,
technical, medical, railway and agricultural schools. A special
music school has been organized for gifted children. Scores
of moving picture theatres, clubs, libraries, kindergartens
and nurseries have been opened in cities and at collective
farms. The Kaganovich Jewish State Art Theatre enjoys
great popularity not only in its native region but throughout
the U.S.S.R.

In 1928 there was not a single newspaper in the Region.
Today there are 6 dailies which are put out in well-equipped
print shops. Work in all state, cultural and economic institu-
tions, as well as study in schools, is conducted-in the Yiddish
language.
From a small railway station, Birobidjan, center of the
Jewish Autonomous Region, has grown into an important
industrial and cultural capital.
Amongst the valorous Soviet patriots who received awards
from the Soviet Government for heroism manifested on the
battlefront and in production-the sons and daughters of
the Jewish people in Birobidjan occupy a place of honor.
SGOVERNMENT: The Jewish Autonomous Region
Birobidjan is part of the Russian Soviet Socialist Republic
(Article 22, Constitution, U.S.S.R.) and enjoys, just as
other Autonomous Regions, under the Constitution of the
U.S.S.R., full self-government with regard to all its local
affairs. The local authorities are elected by the citizens in the
communities. The official language of Birobidjan is Yiddish.
All affairs of the government are conducted ir Yiddish. The
Region is represented on the Council of Nationalities of the
Supreme Soviet (the upper chamber of the Soviet Parlia-
ment) by five delegates.
The foregoing are the highlights of what constitutes Biro-
bidjan. In 1928 it was a total wilderness, its population be-
ing less than one person per square mile. In 1934 it was
proclaimed a Jewish Autonomous Region. At present it is
developing into a flourishing, self-sustaining, prosperous,
important community in the U.S.S.R., a Jewish homeland,
designated to become a Jewish Socialist Soviet Republic.

PROFESSOR CHARLES KUNTZ
(On the occasion of his 75th birthday)

An occasion of this kind is customarily employed by peo-
ple to pay tribute to a great man. Prof. Charles Kuntz is
the exception. There is no need for an event or an occa-
sion to pay homage to the man who graces the office of
the "Presidency of the Icor Association," for the past
eighteen years.
From the very start, and up to the present, he has cap-
tured the love and admiration of every member and friend
of the Icor. In fact his fame has spread beyond the borders'
of our organization. Anyone who has had the good fortune
of meeting him or become acquainted with his writings,
has invariably become a staunch admirer and friend. There
is yet to be found one who doesn't feel the greatest regard
for this great man. Even political adversaries express their
respect for him. His very impressive countenance and digni-
fied demeanor, plus his magnetic personality makes him an
outstanding figure of the present generation. A man of
unusual intellect, well versed in the sociological science,
coupled with his practical experiences in many lands, thr6ugh-
out his fruitful life, his is a great contribution to progressive
humanity.
While the President of the Icor Association, his activities
spread out beyond the pale of the Icor confines. As a fighter
for freedom and equality he readily addresses any gathering
against intolerance as well as any other organization that
is fighting for the good of mankind. Motivated by the great
ideal of building a new society, based on complete equality
between man and man or between nation and nation, he
is a driving force of great magnitude.
As President of the Icor, he is fully informed and
well aware of all the activities of the organization, and is
actively participating in the shaping of its policies.
He is kind-hearted to everybody, with no malice or
hatred towards anyone, with an utter distaste to offend.


His entire life is spent in association with books; yet, during
the great Russian Revolution, he joined the Russian masses,
shouldered a rifle to fight the defenders of the Czarist
regime. Also, when the occasion presented itself, he donned
a pair of boots and working clothes to explore the virgin
land in the jungles of Birolbijan and Siberian Taiga.
For Prof. Charles Kuntz external appearances and per-
sonal comforts meant nothing. The main object of his life
was striving towards a new order of society, known as
socialism. To him the present state of society is the embodi-
ment of exploitation, coercion and strife with the inevitable
struggles, hardships and bloodshed.
The Soviet Union represents the model of society for
the ideals of Prof. Charles Kuntz. The national policy of the
Soviet Union which led to the foundation of a Jewish Au-
tonomous Region in Birobidjan, fitted in with the ideas and
aspirations of Prof. Charles Kuntz. Therefore his devotion
to the very ideas of Biro-Bidjan and to the work of the
Icor Association of America.
Incessantly, unhesitatingly, both by pen and word, he
carried out the work of enlightenment of the American
people about this great historic event of the 20th century.
That is also the reason for his joining the Icor at the time
when the progress of Biro-Bidjan was only in its infancy.
He rightly saw in the Icor the association of right thinking
and forward looking American Jews. They regarded this
fact as the proper solution of the infamous Jewish problem-
the fact that in the Soviet Union the Jews have achieved
civil, political and national equality and rights.
This association, therefore, found its logical leader in the
person of Prof. Charles Kuntz, and Prof. Kuntz found
the proper vehicle through which to convey his ideas, in
the Icor Association.
We are proud of our beloved Prof. Charles Kuntz.


Soldier Contributes Money Earned in
Army Towards Orphan Campaign
Through the initiative of the Spruce
Street Group, Corporal Samuel Handel,
son of our very active members, Mr.
and Mrs. Phillip Handel, is contributing
$200 towards the maintenance of two
orphans in Birobidjan.
Corporal Samuel Handel who was
recently honorably discharged from the
United States Armed Forces is con-
tributing the money that he has earned
in the army towards the maintenance
of two orphans in Birobidjan. The cor-
poral's parents, Mr. and Mrs. Phillip
Handel, are very active in the Spruce


Street Group of the Jewish Council for
Russian War Relief. They have con-
tributed $500 at an affair which the
above group arranged and at which the
total sum collected was $2,500 for baby
food for Russian orphans.
Mrs. Rose Goldberg, chairlady of
the clothing division of the Spruce Street
Group, contributed $5 toward the or-
phan campaign.

BIROBIDJAN TALKING

The radiogram with its inspiring message recently received
from Birobidjan (Jewish Autonomous Region in U.S.S.R.)
and reproduced in the present issue, has reminded me of an
episode which in the light of today's events makes interesting
reading.
It happened sometime in 1'930. iBy that time, the tractors
and the other machines sent by the Icor to the Birobidjan
pioneers were already working full speed, and their rhyth-
mic staccato was reverberating throughout the Far East
reaching all the way across the Amur River into Chinese
Manchuria.
Now it will be observed that production geared to the
use of machinery requires a ready supply of spare parts.
Clearly, a part of a machine, however small and insignificant
by itself, is, if broken or lost, liable to stop the wheels of
the whole mechanism and thus impede the entire production
process. It is easy to see that the problem of spare parts was
truly serious. Indeed the Far East of that day was a wilder-
ness, a "mechanical vacuum"; the industrialization of the
Land of Socialism was still in its nascent state; and good
New York was so far, far away! Fortunately, the Birobidjan
Management fully realizing the seriousness of the situation
was provident enough to seek a way whereby to meet or,
better, to prevent any surprise emergencies that might arise
from any defaulting machine parts. The way led to Harbin,
which is only about thirty hours by train from Birobidjan,
and in which there were foreign commercial houses dealing
in all sorts of machinery. And so a committee (including
myself) went to Harbin with the purpose of exploring its
possibilities as a supply center for Birobidjan.
To make a long story short, upon our arrival in Harbin,
I was approached by representatives of the Jewish com-
munity with an invitation to tell them all about the -Icor and,
of course, all about the Birobidjan project. This meant the
calling of a public meeting which in turn meant the appli-
cation to the city authorities for a permit to hold such a
meeting. But bitter experience had taught the Harbin Jews
that, for them to get a permit for a mass meeting was a hope-
less task. So we all were in a quandary.
It should be remembered in this connection that at the
time under consideration the Japanese were already the
de facto rulers of Manchuria treating the Chinese authorities
as their puppets. Moreover, they regarded Birobidjan, which
they coveted, as a Soviet spearhead thrust into their Asiatic
sphere of influence. Thus it was in effect Nippon and not
China that refused us a permit. The whole affair appeared


to me as a display of "power politics" and I decided to join
.issue by resorting to the following stratagem.
I called upon the American Consul, spoke to him of the
commercial character of our mission and pointed out that a
public meeting would greatly enhance trade relations be-
tween the two neighbors separated by the Amur. The Consul
was indignant. How preposterous, he thought, to refuse
a permit for so laudable a purpose! And without much ado
he rang up the Chief and ordered him to issue a permit at
once and unconditionally! At that time America still en-
joyed exterritorial rights in China . .
Needless to add, this unprecedented event (a permit to
the Jews!) proved to be the widest and most persuasive
publicity both for the Icor and for the Birobidjan of the
Soviet Jews. The large hall was packed beyond capacity,
and the speaker-well, he had to work overtime to satisfy
a most eager audience.
Verily, the Jews had won then a victory over the Jap-
anese! . .
Fifteen years have passed since the days of that epi-
sode; many of them, years of tears, sweat and blood.
Today, with the dawning era of a lasting peace, Birobidjan
is joyfully calling us to rejoice together in the great Victory,
the global Victory of Light over Darkness, of Humanity
over Bestiality.
Indeed, the radiogram referred to at the outset breathes
joy, hope, and faith. It acclaims the time as most auspicious
for the Icor to reinforce its long standing brotherly associa-
tion with Birobidjan and to cooperate in the further up-
building of the Jewish Autonomous Region.
And the Icor? To be sure, it stands ready now as ever!
