METAL FINISHING AND METAlL COATING .INDUSTRY
Amend Article IV by deleting Section 4 and substituting the fol-
lowing in lieu thereof.
SEC(TIONh 4. (a) It being found necessary in order to support the
administration of this bupplemellntaryS Code and to maintain the
standards of fair competition established hereunder, and to effectu-
ate the policy of the Act, the Supp~lementary Code Authority is
authorized:
(1) To incur such reasonable obligations as are nec~essaryS and
proper for the foregoing purposes, anld to meet such~ obligations out
of funds which may be raised~ as hereinafter provided and which
shall be held in trust for the purposes of the Supplemeentary Code.
(2) To submit to the National Indusrltrial Recovery Board for its
approval, subject to such nroticec and opportunity to be heard as it
ma~y d~eeml necessary (a) an itemized budget of its estimanted ex-
Ipenses for the foregroing purploses, andI (b) an eqluitatble basis upon
which the funds necessary to support such budge~~t shall be con-
t~ributed by the members of the I~ndustry;
(3) Aft~r such budget and basis of contribution has beenl ap1-
proved by thne National Industrial Recov~ery Board, to determine
and obtain. equitable contribution as abov\e set forth by all mlember1s
of the Industry, and to that end, if necessary, to institute legal1 pro-
ceedings therefore in its owcn name.
(b) Each member of the Industry shall pay his or its equitable
contribution to the expenses of the maintenance of the Supllple-
mentary Code Authority determined as hereinabove provided, and
subject to rules aInd regulations pertaining thereto issued by the
NPational Industrial Riecovery Boa;rd~. Only membercls of the In-
dustry complying with the Supplementary Code and conltr-ibutinlg
to th~e expenses of its administration as hereinabove pro~videdi, unI-
less duly exempted from making such contributions, shall be e~n-
titled to participate in the selections of members of the Supple-
mnentlary Code ALuthorityI or to receiv-e the b~enefit~s of anly of its
voluntary activities, or to make uase of any embllleml or insignia of
the National Reco~very Administration.
(c) The Supplementary Code Authorities shallH neither incur nor~
pay any obligations substantially in excess of t.he amount thereof asi
estimated in its approved bulgret, and shall in no event exceed the
total amount contained in the approved Budglet, except upon ap-
proval of the National Industr~ial Recovery Boned~; and no0 subse-
qluent budget shall contain any dlefirciency itemi or expendltiture s inl
