compliance with the provisions of Title I of the National Induslttr'ial
Recovery Act, approved June 16, 1933, for approval of an amendm-
mentt to a Supplementar~y Code of Fair Competition for the W;1armn
~Air Fiurnace Pipe and Fitting M~anufaicturing Industrry, and oppor-
tunity to be heard having been noticed to all interested parties, and
the annexed repl-ort on said amendment, containing findings with
respect thereto, having been made and directed to thte Presidenct:~t
NOWV, THEREFiORE, on behalf of the Presidlent of the U~nitedl
States, the National lndusitrial Recovery Board, pur:-uint to author-
ity vested in it by Exec~utive Orders of the Presidenlt, including
Executive Order Njo. 6859, dated September 27, 1934, andi otherwise,
does hereby incorporated, by reference, said annexed report and, does
~find that said amendment and the Supplementary Code~ as consti-
tuted after being amended comply in all respects with the pertinent
provisions and will promote the policy and purposes of said Title of
said Act, and does hereby order that said a~mendmzent be and it is
h~ereby approved, and that the previous approval of said Supple-
mentary Code is hereby lnmended to include an app~lrovanl of said
Supplemaentary Code in. its entir~etyl as amndednlcc.

Pursuant to A5rticle XZ of the Supplementary Code of Fair Coml-
petition for the W~arm Air Furnace Pipe a-ndl fit~ti;ngP Mnulfacturi rin
Indulstry, duly approved byr the Admlil~finiftrato on May 18, 1934, a~nd
furtherr to effcctuante the policies of Title I of the N~ational Industrial
Recovery Act, the following usulendanne nt is establishedl as a part of
said Sup~plemnentary Code of Fiair Competition and shall be binding
upon every nIl'lJembe of the W1arm Air Fiurnace Pipe and Fittinlg
Ma1nu facturingr Industry.
ARTICLE IV--ORGAN'IZATION. AND -ADMnIN'IsTRATION
Am~endt Article IVr by rclelttering~ Subsection (g1) of Section. 7 to
read Subsection (e), and by deleting Section 4 and Sections 7 (e)
and (f) and by substituting in lieu thereof three new Sections to be
numbered Sections 4 (a), (b), and (c)` to read as follows:
SIECTION 4 (a) It being found necessary mn order to support the
nai~inis;tration of this upplementary Code and to maintain the
standarrds of fair c~omnpetitio n estab~lishled hereunder aind to effec-
tuate the policy of the Acht, the Supplemnentary Code Au~~thor~ity is
1. To incur such reasonable obligationsl~i as are necessary andr prop~er
for th~e foregoing purposes, andt to me-et such obligations out of funds
which may be raised as hereinafter provided and which shall be held
in trust for the purposes of thne Sup-plemllellntry Code;
2. To submit, to the National Industrial Recovery Board fo~r its
approva~1: l, suject to such notice andl opportunity to be heard as it
may deem necessary (a) an. itemiized budget of its estimated expenses
'ofo the foregeboing= purploses, and (b) an equitable bas~is upon which
the funds n~c~essaryy to support such budget shall be contr~ibu~ted by
mlClllEmber of the Inldustry;
3. After such budget and basis of iconltr~ibutio~n have beein apprIovedl
by t~he Natiojnal Industrial Re~coveryS Board, to dietermine and obtainl
equitable contributiontio as above set forthz by all memnbers of- the Indus~-
trly, and to that end, if necessary, to .ins~titulte legal proceedcingss there-
for in its own name.
(b) Each members~ c of thie I~ndustry shall pay his or its equitable
contributionI to the exp~lense of the mlainltenlance of th~e Suplplemen-
fary Code Authority, determiniled as hereinabove providers, and subL-
ject to rules and regulations pertainiin= therIeto issued by the Na~-
tional Indus~tr~in Recovery Board. Only mlemlbers of the Industry~
complying wiith the Sup~plemernt~ary. Code and contributing to the
expenses" of its admlinistrantionl as hereinabove provided, unless duly
exempltedl from m7akingr such contributions, shall be entitled to par-
ticipate in the selection of members of thle Supplementary Codie
Authority or to receive the benecfits of its voluntary activities or to
make use of any emblem, or insignia of the N~ational Rtecovery
Adm ni n istrIation.
(c) The Supzplementarylal~ Code Aiuthority shall neitherl incur nor
pay any obligation substantially in excess of thle amount th~er~eof as
est~imatedl in its: approvedv budg~ret, and shall in no event exceed thle
total amount contained in the approved budget except upon approval
of the ;TNational Induslltr~ia Recovery Board; and no .iub~sequ~ent
budget shall contains any deficiency itemn for exp~endcitures mn excess
of prior budget estimates except those which thle Niational Industrial
Recovery B~oard sh~all have so approved.
