REPORT TO THIE PRESIDENT


Trhe PRESIDENT,
Th~e Wli~te Hlouse.
Smn: An application has been duly made pursuant to and in full
compliance with the provisions of the National In~dustrial Rtecovery
Act for an amnendmenmt to the Code of Fair Competition for the Re-
tail Lumber, Lumlber Products, Building Materials and Building
Spcia~lties Trade, submitted by the Retail Lumber and Buildingo
MJaterial Code Authlority.
The purpose and effect of the amendmenl~lli~ t are to authorize the
Code Authority to elect one additional member at large to the alfore-
said. Code Aulthorityv and two additional members to the Executive
Committee of the aforesaid Code Authority.
FINDINGS

The Deputy Administrator in his final report to the National
Industrial jRecovery Board on said amendmenrlt~ to said Code having
found. as herein set forth and on the basis of all the proceedlingrs in
this matter;
It finds that:
(a) The amnendmlent to said Code and th~e Code as amended are
well clesigned~l to p~romnote the policies and purposes of Title I of
the National Industitrl Recovery Act including th-e removal of ob-
structions to the free flow of interstate and foreign commerce which
tend to diminish the amount thereof, and will provide for the g~en-
eral welfare by promoting the organization of industry for the pur-
pose of cooperative action of labor and manlnagement!~ under adequatent
governmental sanction and supervision, by eliminating unfair comi-
p::titive! practices, by promoting thle fullest possible utilization of
the pr'esent pirodct~:ivel: cupneiity of the industries, b~y avoiding undue
restriction of production (except as may be temporarily requiredl),
by~ increasingr the consumptionltio of industrial and agricultural p~rod-
ucts through inl.lCreaing~ purchasing power, by reducing and reliev-
ingf unemp~loyment, bly imlproving standards of labor, and by othler
wise rehabilitating industry.
(b) The Code as amended complies in all repc~icts with the per~ti-
nent provisions of said Title of said Act, including without limnitaz-
tion Subsection (a) of Section 3, Subsection (al) of Section 7 and
Subsection (b) of Section 10 thereof.
(c) The Code empow-ers the Code Authority to present the afore-
said amendment on behalf of the Trade as a wh~ole.
(dl) The nIinendinenr~lt and the Code as amnlcl edl l are not designed
to and will not permit monopolies or monopolistic p~rae~ices.,
(e) The amnendlment and the Code as amended are not desiigne'd to
and will not eliminate or oppress small enterprises and will not
operate to diiscriminate against them.
