compliance with the provisions of Title I of the N~ational Recovery
Act, approved J'une 16, 1933, for approval of an amendment to a,
Supplementary Code of Fair Comzpetition for the Screrw Mlachine
Products; Manufacturing I~ndulstry, and a Notice of Opportunitty to
be Heard having been diuly~ given thereon, and the annexed report
on said amendment, contaningn findings with respect thereto, having
been made and directed to the 1Presidenlt:
NOWV, THEREFORE, on behalf of the 1President of the United
States the Nrational Industrial Recovery Board, pursuant to author-
ity vest.ed in it by Executive Orders of the President, including
Executive Order No. 6859, dated Sept~ember 27, 19341, and other-
wise; does hereby incorporate by reference, said anncexed re ort
and does find that said amendment and the ISupplementary C'0de
as constituted after being amended compl in all respects w1itlh the
pertinent provisions and will promote tepolicy and purposes of
said Title of said Act, an~d does hereby order that said amendment
be and it is hereby approved, and that the previous approval of
said Supplemlentary Code is hereby modified to include an approval
of said Supplementary Code in its entirety as amended.

REPORT TO THE PRESIDENT

SmR: Atln application has been made pursuant to and in full com-
pliatnce with the provisions of thie National Inldustrial Recovery Act
for an amendment of Article Vr of the Supplem~entary Code of Fair
Competition for the Screw Machine Products Industry by the Sup-
plementary Code Authority for that Industry.
The Supplementary Code as approved on April 28, 1934 provides
in Article V, Section 1, paragraph. C that it shall be an unfair trade
practice to qr ote or contract other than subject to the Standard
Terms and Conditions of Sale shown in Schedule B1 of the Supple-
m-entary Code which shall be set forth in full in a prominent place
on all quotations and contracts.
The purpose of the present amendment is to liberalize this para-
graph so that the terms of Schedule B1 mnay be incorporated by
reference in such contracts.

FINDINGS

The Deputy Administrator in his final report to the National In-
dustrial Recovery Board on said amendment of said Supplementary
Code having found as herein set forth and on the basis of all pro-
ceedings in this matter:
It has been found that:
(a) The amendment of said Supplemrentary Code and the Sup-
pl ementary Code as amended are wYell designed to promote the poli-
cies and purposes of Title I of the National Industrial RecoveTpy Act
including the removal of obstructions to thne free flow of interstate
and foreign commerce which tend to diminish the amount thereof,
and will provide for the general welfare by promoting the organiza-
tion of industry for the purpose of co-operative action among trade
groups, by inducing and maintaining united action of labor and
management under adequate governmental sanction and supervision,
by eliminating unfair competitive practices, by promoting the fullest
possible utilization of the present productive capacity of industries,
by avoiding undue restriction of production (except as may be tem-
porarily required), by increasing thne consumption of industrial and
agricultural products through increasing purchasing power, by re-
ducing and relieving unemployment, by improving standards of
labor, and by otherwise rehabilitating industry.
(b) T'he Sulpplementary Code as amended complies in all respects
with the pertinent provisions of said T'itle of said Act, including
without limitation Subsection (a) of Section 3, Subsection (a) of
Section. 7 and Subsection (b) olf Section 10 thereof.









(c) The Supplemientary C~ode empowers the SupplemencntaryS Code
Auithlority to present the aforesaidl amendment on behanlf of the
industry as a w~hole.
(d) 'The amenldmentlt and thc SuppIlemcntary Code as amlendedl
are niot d'esignled to and will not peIrmit monopolies or mlonlopolistic
practices.
(e) The amendmenclt and the Sulpplem entary Code as amndined
are not designed to and will not eliminate or opp~ress small enter-
prises and will not operate to dliscrimninate against then.
(f) Those en~gae in oth~e ste~ps of the econic~iic pro,~cess hav1e
nrot been dleprivedl of thte right to b~e heuard prior to aypproval of said
amendment.
For these reasons, therefore, the amecndment has been approved.
