petition for the Complete Wire and Iron Fence Industry, a division
of thle Fabricated M\etall Products M~anulfactu ruling and M~etal 'Finish-
ing and Mectal Coating Indlustry, by the Supplementary Code Au-
thor~ityr for that Indu~stry.
TChe Supplementary Code of Fiair Compet it io:n for the Complete
Wirec and Iron Fence Indu~stry was~ appIroved on July 3, 1934.

Thle Assistant Dep~uty Administrator in his final report to the
National Industr~idl Recovery Boardi on said amendment of said
Supplementary Codie having found as her1ein set forth. and on the
bas~is of all pr~oceedingss in this matter:
It has been found that:
(a) The! amendment of sazid Sup~plemnentary Code and the Sup-
pflementary Codle as amecnded~r are well designedc to promllote the
policies and~ purposes of Title I of the Na~tio-nal Industrial Recorer~y
Act inc~ludinga the I~~reoval of obstrulctionls to the free flow of i~nter-
stat~e arnd foreign commerncelcc wihichi tend to dliminishl the amount
thereof, and will provide for the general welfare by pr1omnoting the
o~':rgaiza\tion1 of industry for thre purpose of co-operative action of
laborp and mannagemnent under adequate governmental sanction and
superns\i~ iion, by chailnatmgc unfair comp~tetititve! pra~ctiees, by pro-
mnoting the fullest p~ossibler utilization of the present productive
epc1,1ity of indlustries, by avoiding ur~ndue r~etrict~ion of prIoduction

wTithlout limitation sub-section (a) of Section 3, sub-section (a) of
Section 7 and sub-sec~tionl (b} of section 10 thereof.
(c) The Code empowern~1s the Suppllementary~ Code Authority to
prles;ent the atfor~esnid andmentll~~l on behalf of the Indus~try as a
whole.
(d) The amlendmencrt and the Supp:lementary Clode as amnendled
are niot des~igned: to anld will not p~ermit mnlopiolies or monopolistic
practices.








(e) The amendment and the Supp~lementaryr Code as amelndedt~
are not des.-ignedt to atnd will not elimlilnate or op~press~ small enter-
prises and will not operate to discriminate against th-em.
(f) Those: engagedcl in other steps~ of the economic prloce'ss havre
not been deprived of the right to be heard prior to approval of
said aimendmiient.

Amendrt Article VII by3 add~ing the following:j
Section 5. The p1rovisionsl of this Article VII shall not apply to
direct~ export sales of any product or to sales of any product destinedi
ultimately for export. The termn export shall include all ship-
mlentsd to all places without the several staltei; of the United States
and the District of Columbia.
