An application having been duly made pursuant to and in full
comp~llianice with the provisions of Title I of the National Industrial
Recovery~ Act, apprIovedl June 16i, 19933, for approval of amendments
to a Supplementary Code of Fair (Competition for the W~holesale
Stationery Trade to the Code of Fanir C'ompetition for the Whole-
saling or Distributinga Tradle, andi an opportunity to be heard
thereon havinga been given and the annexed report on said amend-
mlents, containing findings w~ith respect thereto, having been made
and directed to the Pr~esidlent:
NOW~, THEREFORE, on behalf of the President of the United
State, I, Hugh S. Johnson, Admlinistrator for Industrial Recovery,
pursuant, to authority vestedl in me by Executive Orders of the
President., including Executive Ordeltr NJo. 6543-A, dated Dlecemnber
30, 1933, and~ otherwise; dlo hcre~by incorporate by reference said
unnexedl report and dlo find tha3t Paid amendments and the Supple-
mnentar~y Codle as constituted af'ter being amended comply in all
respects w~ith thie pertinent provisions andl will promote the policy

COMPETITION FOR1 THEi WHOLESALER STATIONERY
TRADE:

A DIVrIION OF TH1E W\HOLESALING OR DISTRIBJUTING TRADE

There shall be ndl~edl to Scrtion 3, Article III, the following p~ara-
graph to be known as Para'grap1~h (d) :
(d) (1) I~t beings found nercessary in order to support thre adlminis-
tration of this Supplementary Code andl to maintain th'e standards
of fair coml~pe~tition estab~lishedl hel~reunder andl to e~ffectuate the policy
of the Act, the Divisional C'ode Authority is authiorized:
a. To incur suich reasonable obligations as are nlece~ssry and
proper for the for~egoinlg pur~pcses, andi to meet such obligations
out of funds which~ may\ be ranised as her~einafter provided and
which shall be held in tr.ust. fo~r the purposes of this Sjupplemnen-
tary Code;
b. To submlit to, thle Admiinistrator for his ap~proval, subject
to such notice andc clppo~rtunity to be heardl as h~e maoy deem
necessary (1) an itemiized- buldget of its estimated expenses for
the foregoing purposies, andi (2) an equitable basis upoun which
the funds necessary to support.t slch budget shall be contributed
by members of The Tradle.
c. A-fter such b:udg~et and bas~7is of contribution have been
approvedcl by the Admllinistrator, to determine and obtain equi-
table contribution as above set forth by all1 members of the
Trade, and to tha3t ~ndl, if neccssar~y, t'o institute legal p~ro-
ceedings therefore in its own namne.
(2) Each mlember of the Tradle shall pay his or its equitable
contribution to the expenses of thle manintena~nce of the Divisional
Code Authority, determninedl as hereinabov- e provided, andi subject
to rules and regulations per~taiinin ther~eto. issued by4 the Admlin-
istrator. Only memnbers. i of th~e T'~rade complying with t~lhe Clode and
contributing to the exp~ensess of its administration as hereinabove
provided, unless duly exemtenlj d fromn malkingr such contributions,
shall be entitled to pnr~ticipante in thle election of members of t~he
Divisional Code Author~iity orI to receive the b~enefits of anly of its
voluntary activities or,1 to ma-lke use of any embleml l or insignia of
the National Recovery Admlinist rationi.
(3) The Divisional Codelt A~uthority shall neither incur nor pay
any obligation substntantlly in excess of thle amoulntt thereof as es-
timnated- in its approved budg~et. andi shall in no, event exceedl the total
amount containers in the approve d buldget, except upolln aproval of
the Administrator; and~ no sulbseqluent b~udget shallI contain any
deficiency item for expenditures in excess of prior b-udget estimates
except those which. the Admiinistrator shall hav\e so approved.
There shall be addedl to Siectio~n ;3, Article III? the follow-ing par~a-

Subsection 3 o~f Prllagraph (c), Section 1, _Article IV is hereby
'deleted.
Paragra~phl (d). (e) and (f) of Section 1, Article IV, shall be
changed to read (e), (f) and (ga) respectively.
There shall b~e addedcr to Secltionl 1_, Article IV, the following para-
graph~ to be krlnown as Palragraph1, 1 (d) to read as follows:
(dl) Nothing co~ntained in Palraglaphzs (a) and (b.) shall apply
to sales malde lilrectly or incdil~retly to a Federall~l or State Government
or any political sub-dlivision thereof.
Section 3j, Ar~ticle IV is hereby amended to rcall asc followCs:
The followings u~niform daitings~ on seasonal goods shall prevail
under this Supp~lemnentar'y Code; Februaryr 1st for Valentines; April
1st for Eaft~er roodls; Septembe~r 1st for school supplies; Decem~ber
1st for holiday! groodsl~; October 1st for HallowYeen goods; October 1st
for desk calendorls. Subject to the approval of the Administrator,
the Div-isional Code A'uthority shall have powFier to modify these
uniform dating or to establish uniform du~tings on additional items
or limes.
