Recovery ASct, ap~pro-ved June 16, 1933, and in accordance with the
provisions of Section 4 of Article IV of the Code of ]Fair Competi-
tion for the Fiabricated Metal Products Manlufacturing and M~etal
Finishing~b and MeItal Coating Industry, approved Nov\embller 2, 1933,
as amlenler d June 1, 1934, for approval of an Aplpendix establishing
tradel~ prnetice provisions for the Mletal Spinning and Stamnping Man-
u fcnct.u~ingr Subdiivision of said Industry, and public hearing having
been duly held thereon; and the annexed report on said Appendeix~i
to s;aid Code containing findings with respect thereto, having been
mlade and directed to the President:
NOWl, TH3EREFORE, on behalf of the President of th~e United
States, the National Industrial Recovery Board, pu'rsuant to au-
thority vested in it by Executive Orders of the President, including
Executive Order No. 6859, dated September 27, 1934, and otherwise;
does her~eby incorporate by reference said alnnexedl report and does
find that said Appendix to said Code complies in all respects with
the pertinent provisions and will promote the policy and pIurposes
of said Title of said Act; and does hereby order that said Appendix
of said Code of ]Fair Compe~tition be aznd it is hereby- approved;
provided, however, that the governing body mentioned in para-
graph B of the Appendix is set up in a manner satisfactory to the
Naional Industrial Recovery Board.

and accounting capable of use by all members of the Subdivision, and
provides against actions which cause influences inconsistent withl the

Pursonnt to Section 4 of Article IVj of th~e Code of Fair Competi-
tion for the Fabrlicated M~etal Products Mannufactuing'nr andl Metal
Finishling andl Metal Coating Indulstry,, as amendled, (the terms of
which apply to each. member of the Mretal Sp'inning and Stamping
Sulbdivision)), the following pr~ovisionis are established as an Ap,-
pendiix to said7 Code of Fiair Compecttiton of the Fabr~icated Mectal
P~rodTucts Manllf~ cuf~netuin andl Metal Finishing and M~etal Coat~ing
Industry for such Meltal Sp~inning and Stamp~ing~ Manufacturingr
Subdivision of that Industr~y.
A. Deffaition.-he terml "( Aletal Slpinningr and7 Stampingr Rlanu-
fncturing Sub.divisionl "' or subdivision "' as used herein, means all
indlividtuals, firms or 'orp~ol'7ra-;t' on engaglred in the manufacturer for
sale (on a job colntract basis) and not for use in further malnufa7c-
turing in this subdivision of-(1) Mctanl spinnings and (2) Mietal
spinnings andl stumplings when both the spinning and stamplling oper-
a7tj~ion are performedl on the samer product by a member o~f the subl-
division, pcrific-lly exc~ludcing the mere tamiping of metal alone.
B. Gove~rningi Body.-The mnembe~trs of tihe sFubdi~vision shall set up
a SubdivisionllI Conmmittee for the Mfetal Sp~inning~r andl Stamiping
Ma~nufacturingr Sub~division, hereanfter referred to as th~e "i Subdlivi-
Sional Comimittee "', consisting of as many' members as may be dleter-
mlined by and in. a ma~nner satisfactory to th~e Basic Clode Au~thor~ity
or the National Industrial Recovery Bo0ard.l
C. EZffecrtive/ Date.-This Appendix shall become effective t.en (10)
day~s after its app~rovanl by th~e! National Indlustr~ial Recove~y 1Board.
TRADE PRACTICES

Any member of the subdivision who directly~ or indlirect~ly thrlougrh
any officer, employee, agent or r~epretsenntative vPiolates or e\ades anly
of the following tradle prlac~tice provisions shall be guilty of violation
of this Code.
SECTION 1. 28P/78.- PO mecmber of thle subdlivision haill grant

for cash in ten (10) dayvs.

ance of any such~ contractual duties or selrvices bby any such means,

SECTIOiN ;3, Pre.-dating71 or" Post-datingl~r.--No memilber of the su~btivi-
sion shall kiinoingly pre~-date or post-da~te any invoice or co.ntrlact of
sale.
SECT'ION Lf. CO08 F~lhdingl.-Th governmg body shall enulse to be
formulated mretiodls of cost findinglr and accoulnting capable of use by
alil members of' the' subdivi\sion,' and~) shall submit such mlethods to theb
National Induustrial Recovery Boardc for review. If appr~oved by thle
Nat-ional Industrial R~ecovery B~oard, full information concerning
such methods shall be mad~~.e available to all members o~f the sub-
div~ision. There~after, each member of the subdivision shall utilize
suchl methods to the extent found practicable. Nothing hnerein con-
tainedl shall be co~nstr~ued to permit the governing body, anyT agent
thereof, or anly member of the subdivision to suggest uniform addi-
tions, p~er~centagres o~r differentials or other uniform items of cost
which are designedc to bring about ar~bitr~ary uniformity of costs or
pr'ices. T'he pr1inclipiles of aIccounlt ing~ and costing as appro~c.vedl. and set
up undercl this section shall not be used by the governing body or the
Bas~iic. Code Authority in the admini.stratioi n of the pro~visions of
ArIticle Vi, Section A of the Basic Code.
