SIR: Thnis is a report on an amnenldmnt to the Code of Fiair
Competition for thne Bulk Drinking Stra~w, Wrapp~ed Drinking
Straw, Wrapped Toothpick anld Wlrapped falanic~ure Stick Indtustryr
which w-as approved byr you on Mn ~rch 14, 1.934.
TIhe purpose of the amendment is to exempt export trade from
the CodTe provisions relating to prices or terms of selling, sh~ipp~ing

of said Code having found as herein set forth and on the basis of

The ]Board finds that:
(a) TIlhe amellndmentt of said Code and thne Code as amenlded are
well designed to p~romote the policies and purposes of Title I: of
the National Industrial Recovery Act including the removal of
obstructions to the free flow of inters~talte and fore~ign commercec
which tend to dimiinish the amount thereof, and will provide for
thl.e ge~neral welfare' by~ prolmoting the organization of :indlustry for
the purpose of cooperativet action of labor and managementn under
adequate govFernmental sanction and supervision, by elimlinating un-
fair competitive practices, by promoting thle fullest possible utiliza-
tion. of the present productive capacity of .indurstries, by avoidting
undue restriction of production (ecscept, as may be temporarily~ re-
qiuiredl), by increasing the consumptil't on of industrial and agricul-
tural products through ircltncireaSin purllchasing power, by; reducing
atnd relieving unemployment, by improving standards of labor, and
by o~therw\\ise rehall~bilitatngilr industry.

Article VI is amended by adding thereto a new section to be
known as Section. 14, and to read as follows:
Section. 14. No provision of this Code relatingr to prices or terms
of selling, shipping, or marketing shall apply to sales or shipments
for export. Export shall mean trade between the United States
or any possessions thereof (except the Philippine Islands, the Virgin
Islands, American Samoa, and the Island of Guam) and anyT foreign
