SECTION 1. Thne standards of fair compilettiton for the Po~tash Soap
Manufacturers of the Pacific Const~ wcithl ref~r~ence to pricing prac-
tices are declared to be as follows:
(a) W~~ilfully destructive price cutting is an unfair m1ethodl of
competition and is forbidden. ~Anyr member of the S~c~t icnn in the
Pacific Coast Section or of any other indutry~t or th-e culstorsl(l- of
either may at any time complain to thle Fair Practice Agency that
any filed price. constitutes unfair competition as detruc~tive price:
cutting, impdcing~~ small enlterpr~ise or Qtending toward monopoly
or the impairmenlt of code wages- and wvork~ing conditions. TIhe Fair
Practice Agency shall within 5 days affordl an opportunity to the
mlember filing the price to answer 1;uch1 compll~laint an1d shlltl within
14 days makie a ruling or ad~julstmentl~ thereon. If ,Eu~ch ruling is
not concurred in by either party to the comlplninlt, all papers shall
be referred to the Research and Planning D~ivision of NaT;(ionarl In-
dust~rial Rcov,\eryg Board which shall render a report andl reenan~l-
mezndation thereon to the N~ational Indlustrial Rl~ecovery Boatrd.
(b) W~lhen no emergencylc S exists as to any givencI product there is
