An1 application having been duly made pursuant to and in full
compliance with the provisions of Title I. of the National Industrial
Recovery Act, approved June 16, 1933, for approval of an amendment
to a Code of Fair Competition for the ]Printers' Rollers Industry, and
hearings having been duly held thereon anrd the annexed report on.
said amendment, containing findings with respect thereto, having
been made and directed to the President:
NOW, THEREF'ORE, on behalf of the ]President of the U~nited
States, the National Industrial Recove~ry B3oard, pursuant to author-
ityT vested in. it by ]Executive Orders of the President, including Exec-
utive Order N~o. 6i859, dated Septemlber 2~r7, 1934, and o~therw~ise; does
hereby incorporate, by reference, said annexed report and does findt
that said amendment and the Code as constituted after being
amended comply in all respects with the pertine-nt provisions and
will promote the policy and purposes of said Title of said Act, and
does hereby order that said amendment be and it is hereby approved,
and that the p~rev\ious approval of said Code is hereby amended to
include an approval of said Code in its entirety as amended.

SrR : This is a report on. an amendment to the Code of Fair Com-
petition for the Printers' Rollers Industry, as approved on Novem~ber
The amendment provides for a change in the wording of Article
VI, Paragraph 1, to provide for a Code Authority consisting of three
members instead of seven members as at present. Notice of Oppor-
tunity to Bte Heard w7cas given from October 24, 1934, to November
13, 1934. There were no objections ~filed.
The Aissistant Deputy AQdministrator in his final report to us on
said amendment to said Code having found as herein set forth and
on the basis of all proceedings in this matter:
We find tha-t:
(a) The amendment of said Code and th~e Code as amended are
well designed to promote the policies and purposes of Tlitle I of
the National Industrial Recovery Aict, including the removal of
obstructions to the free ~flow of interstate and foreign conuerce
which tend to diminish the amount thereof, and will provide for
the general welfare by promoting the organization of industry for
the purpose of cooperative action among trade groups, by inducing
andl maintaining united actions of labor and management under ade-
quate governmental sanction and supervision, by eliminating unfair
competitive practices, by promoting the fullest possible utilization
of the present productive capacity of industries, b~y avoiding undue
restriction of production (except as may be temporarily required),
by increasing the consumption of industrial and agricultural prod-
ucts through increasing purchasing power, by reducing and relieving
unemployment, by improving standards of labor, and by otherwise
(b) The Clode as amended complies in all respects with the perti-
nent provisions of said Title of said Act, including without limitation
Subsection (a) of Section 3, Subsection (a) of Section '7, and Sub-
section. (b) of Section 10 thereof.
(c) The applicant group was and is an industrial group truly
representative of the aforesaid Industry and that said group imposed~
and imposes no inequitable restrictions on admission to membership
therein and has applied for this amendment.
(d) The amendment and the Code as amendted are not designed
to and will not permit monopolies or monopolistic practices.

TPHE PRINTERS' ROLLERS INDUSTRY
Delete Paragraph 1, Article VTI and in lieu thereof insert the
1. (a) To further effectuate the policy of the A~ct a Code Author-
ity consisting of three members elected by the Industry by at fair
method of selection, approved by the National Industrial Recovery
Board, is set up to cooperate with the National Industrial Recovery
Board as a Planming and Fair Practice Agbrency for this Industry;
one member of which shall be elected by the Industry to act as
Chairman of th~e Code Authority.
(b) In1 addition to membership as above provided, there mzay be
one or more members, without vote, to be known as Adlministration
Members, to be appointed by the Niational Industrial Recovery Board
to serve for such terms as it may specify."
