MIODIFICATION TO CODE OF FAIIR COMS~PETITION FOR
THE NEWSPAPER PRINTING PRESS INDUSTRY

PURPOSE

Pursuant to Article IX of the Code of F'air Comnpetition for the
Newspaper Printings Press Industry3, duxly appr~oved by the Presi-
dent. on Mlarchl 5, 1Q34 andl further to effectulate the pohieies of Title
I: of the National Indlustrial Recov-ery Act, the following modifica-
tion is established as a part of said Code of F'air Competition and
shall be bindting~ upIon every mnemlber of the Newspaper Pr~inting
Press Indust ry.
MIODIFICA\TION

MIodifyr Art~icle V' by addcing a nlew Section to be number~e d 7 and
reading as follows:

ARTICLE V- CENERAS L LBnon ~PRCoisions

"' SccTrow 7. No emnployerl .shall dismiss or d-emnote any employee
for makingr a7 complaint or rivingr evidence w\ith~ r~esc~t to ain alleged
violations of thle prov~isionsc of any code of fair completitionl appr~oved
under Title I of the Nat~ional Ind~ustrial Reclovery ~Act."
Modify Article V'II, Section 2, by dleletingy afterz the w~ords "pr~lo-
vided? however, that w~heret anyi~ mem-ber of the Ilndustry dlesires to
sell ", t~he w-ards any prlesses, unlitsE or folders~, new or used, allready
on hand, belowr cost "' andc substituting in lieu thereof the following:
" below cost mac~hineryl\ of d~r~olppedl design or anyT pre~sses, units or
folders, new or used, which have been on hand more than o~ne-half
completed for two years o~ mlor'e ";
Modified Arlticle V'II, Setction 2, will then- read as follows:

will result in the purchanser paying for the goods rece-ived leszs than
thle allowable cost thereof to~ the seller, dletermilnedl in accordannce
witlh the method of costing descr~ibed- in Section 1 of this Article;
provided, however, that where anyv memiber of the Industry desires
to sell belowr cost machinery of droppedl design or any pre~sss, units
or folder~s, niew or used, which hav~e been on hIand mnore than one-
half comlletedl for t.w~o yarnls or mnore, he shall notify th~e Code
Authority of such fact, together w~ith th~e reasons therefore, coinci-
dent with making such proposal; aind providedl, fIurther, tha~t when
a member of the Indtustryr wishle to sell below his own allowrable

cost to meet the competition of a lower cost, product, or to meet the
competition from~i products of equivalent design, character, or speci-
fientions manufac~tu r~e d outside of the United SCtates, he shall so re-
port to the Code Aulthoritly and shall cite the competition which
enu~ses himn to take this action."
