APPROV'ING 1\IODIFICATION OF CODE OF FAIR COMPETITION FOR THE SAW
AND ~STEEL PRODUCTS I\IANUFACT~URING IND~UST
An application having been duly made pursuant to and in full
compliance with the provisions of Tit~le I1, of the National Industrial
Recovery Act, approved June 16, 1933, for the approval of a mlodi-
fication to a Code of Fair Competition for the Saw and St~eel Prod-
ucts M~anufacturingr Industry, and opportunity to be heard thiereon
h~avinga been duly noticed and the annexed report on. said modificl--
tion, containing findings witth respect thereto, having been made and
directed to t.he President:
NOW. THEREFORE, on behalf of the President of the United
States, I, Hugh~ S. Johnson, Administrator for Industrial Recovery,
pursuant to authority vestedt in me by Execut~ive Orders of the Presi-
dent, including Executive Order No. 6543-A, dated December 30,
1933, and otherwise; dlo her~eby incorporate, by reference said an-
nexed report and do find that said modification and the Code as con-
stituted after being modified comply in all respects with the perti-
nent. provisions and will promote the policy and purposes of said
Title of said Act, and do hereby order that said modification be and
it is hereby approved, and that the previous approval of said Code! is
hereby modified to include an approval of said Code in its entirety as
mlodified, such approval and such modification to take effect ten (10)
days from the date hereof, unless good cause to the contrary is shown
to the Administrator before that time and the Administrator issues a ~
subsequent order to that effect.

SrR: This is a report on the M~odification of the Code of Fair
Competition for the Saw and Steel Products Ma1nunfacturine Indus-
try to incorporate the principles contained in Executive Order of
April 14, 1934 relating to collection of expenses of Code Administra-
tion. This Mlodification wras proposed mn accordance w~ith Article
IX of the Codle as approved February 10, 1931, and Notice of
Opportunity to be Heard wans given from July 10 to July 25, 1934.
The Deputy Administratorr in his final report to me on said
Modification to saidl Code having found as her~ein set forth andi on
the bansis of all the~ proceedings in this matter:
I find that:
(a) T~he MZodification to said Code and the Code as modified are
well dlesigned to promote the policies and purposes of Title I of
thre NTational Indust~rial Reoe~ry A~ct includingtermvlo
obstr~uctioni s to the free flow of interstate and foftfereignnl comec
whlich tend to diminish the amount thereof, and- w8ill provide for
the general welfare byT promoting the organization of industry for
the I"purpse~ of coop'erative action of labor and managemnent under
adequate governmental sanction anld supervision, by eliminating
Ilnfair comnpetitive practices, by promloting the fullest possible utili-
ention of the presents. productive capacity of industries, by avoiding
undue restriction of production (except as mnay be temporarily re-
qurired), by incr~easinga the consumptiori of industrial and agricultural
products through h inlcreasing p~urchasingr power,byrucn d
relieving unemployment, bly improving standards ofP labor, and byrdcn n
othierisei reliblil i tating inId ust ry.
(b) The Code as mod-ified complies in all respects with the perti-
nent provisions of said Title of said Act, includling~ wFithout limitation
Sublsection (a) of LSeCtion 3, Subsction (a) of Section 7, and- Sub-
section (b) of Sectio~n '10 thereof.
(c) The Mfodifiention and- the Codle as ro~odified are not designed
to and will not permit monopolies or monopolistic practices.
(d) The M~odificatio~n and the: Code as molified are not designed
to and will not eliminate or oppress small enterprises andi will not
ope"rat to discrimzinate against them.
(e) Those engaged~l in other steps of the economic process have not
beern deprived of the right to be hleard; prior to apprloval of said
Modia ;fi en1ti;o n.
For these reaffsons, these modifications have been approved by me ;
sublject, however, to a ten day waiting periodl as pr-ovided- in the
Order of Approval.

following mod~ifiention is etatblishedl as a part of said Code of Fiair
Competition and shall be bindling upon every memlbelr of the Saw and(
Steel Products Mianufacturing IndustryT.
Delete rSect ion 6 of ALrticle VIII, and substitute in lieu thereof
SECrTIONS 6 (1). It being found necessary~~ illn oder to s-upport thle
admninistr~ationr of this code and to maintain. the standardsc- of fair
compc~tition established hereuander and to effectuate thne policy of the
~Act, the Code Authority is au1thor01izedl:
(a) To incur such r~easonable obligastions as are necessary and
properP' for the foregoing purposes, and to meet such obligations outt
of fulnds which may be ra;iied~ as herelt:ina~fterl provided and w~Phichl-
shlall be held in trust for the purposesc of th~e Code;
(b) To submit, to the Administ; rator for his approva\';l subject to
such notice and opportunity to be heard as he m~ay deem necessary
(1I) an itemizccd budget. of its estimalted'l c-pesesr!~ for the foreg~cingr
purposes-~ and (2) an equl~itablel basis upyon which the funds ncerssa~ry
