SmR: This is a report on an Amendment to the Code of Fair Com-
p~etition fo~r the ]Hardwoodl Distillation Industry, whichn was ap-
proved Novembiiler 10, 1933.
The Amlendment provides for thle extension of the open -price filings
system .from January 31, 100.5, to June 15, !1 i.1, and applies only to
mlethanol (methyl alcohol). This Amendmlent is deigndcllcl to exYtend
in the Code for the H~ardw-icood Distillation Industry certain fair
trade provisions parallel writh similar provisions in the Code of Fiair
Competition for the In r t rio1 ~Alcohol Industry.
A Notice of Opportunityi to be H~eard on the said Amendent~ll was
published January 10, 1935~, and expired January 30, 1_935i, in accord-
ance with the provisions of the National Indu~strial Recoviery Act.
No objections or criticisms have bzeen received.
The D~eputy Aldministrator in his final report on said AmendmentII~lt
found cas herein set forth, and on the basis of all thle proceedings in

(a) The Amendment to said Code and the Code a~s :Ill: dedCL are
well designed to ~promote the policies and purposes of Title I of the
National Ind u.- tr ~l Rcover31y Alct including the removal of obstrue-
tions to the free flow of inter~stalte and foreign conerlmlc(- which tend
to diminish the amount thereof, and will provide for the general
welfare by promoting the organization of industry for the purpose
of cooperative action of labor and ma~nagemelln-t under adequal~lt. e gov-
ernmuental sanction. and supervision, by eliminating unfair enmllpeti-
tive practices, by promnoting; the fullest possible ultilization of the
prLese~nt productive capacity of industries, bly avoiding undue restric-
tion of production (except as may be temporarily requirled), b~y in-
creasing~ the consumption of industrial and agricultural products
through increasing purchasing power, by r-educing and. relieving un-
employmnent, by improving standards of labor, and by otherwise! re-
